Cleveland housing providers are getting squeezed. Again.

The Lead Safe Program may have started with a good goal, but the compliance burden keeps getting heavier for owners. Especially those of us actually trying to do things right!

Have you experienced (or dread having) any of these headaches?

- Repeated two-year certification cycles.
- More expensive risk assessments.
- Limited inspector availability.
- Added paperwork.
- Duplicate inspections between agencies.
- Disappearing financial assistance...

Yeah. That's what we're up against.

The “carrot” is going away while the “stick” gets bigger.

This doesn’t create more affordable housing.

It drives up costs, delays repairs, pushes small landlords out, and makes Cleveland a harder place to invest in and provide rental housing.

GLREIA member Nathan Fisher has started a petition asking Cleveland City Council for common-sense Lead Safe reform, including:

✅ Longer certification periods for lower-risk and consistently compliant properties
✅ Better coordination between City departments and CMHA
✅ Restored financial assistance for compliance
✅ Fewer duplicate inspections
✅ Clearer rules and timelines
✅ Enforcement focused on the actual problem properties

For most of this is not "new information". But to the media and general national discourse on the matter, it's a much needed injection of common sense and real data.

New Realtor.com data reveals that institutional investors make up just 1% of all single-family home purchases nationally.

The real landlords?

Mom-and-pop investors with fewer than 10 properties now account for more than 60% of all investor acquisitions.

That's up from 50% just a few years ago.

And institutional buying has actually dropped 65% since its 2021 peak as rates climbed.

The narrative doesn't match the data.

Small investors are the ones keeping the rental market running, not hedge funds.
