You cannot build a single home on this land right now. Not one. 👇

163 acres in Kahului, zoned Agricultural, sitting outside Maui’s Urban Growth Boundary. Under the rules today, that combination means no housing, no retail, no hotel. Period.

Here’s what actually has to change:

🗺️ Bill 163 — redraws the Urban Growth Boundary so this land falls inside it
📋 Bill 164 — changes the designation from Agriculture to Business/Multi-Family, the category that actually allows housing

But passing Friday doesn’t make either one law. This is what’s called first reading — the council saying “let’s keep moving this forward,” not “we’re approving this.”

What happens next:

✅ Bill 163 needs a public hearing (it touches the Maui Island Plan)
✅ Bill 164 skips that step — the plan it amends was enacted in 2002, before that requirement existed
✅ Both come back for second and final reading — the real vote that actually changes the law
✅ Then it goes to the mayor for signature

No permit gets pulled until all of that happens. That’s the part nobody talks about.

163 acres in Kahului. 1,608 homes. None of it is legal to build right now. 👇

This Friday the Maui County Council is voting on Hoonani Village. But here’s what most people are going to get wrong about that vote.

They’re not voting on the project. They’re voting on whether to pass two bills on first reading — bills that change what this land is even allowed to be used for.

Here’s how a project like this gets here:

1️⃣ Council refers the proposal to the Maui Planning Commission for review
2️⃣ It moves to a council committee, where agencies weigh in and members debate it
3️⃣ The committee votes on whether to recommend it to the full council

That’s exactly what happened here. The committee voted 5-1 in May to recommend Bills 163 and 164 pass first reading. Friday is the full council acting on that recommendation.

The land is zoned Agricultural right now. Before a single home goes up, that has to change. Bills 163 and 164 on first reading — that’s what Friday is actually about.

Searching for a home on Maui with a VA loan is not the same as a conventional search. Not every condo is VA approved. Older homes have to meet minimum property requirements. And you need to actually plan to live there. Know what you are looking for before you start. Day 3 of 20.

✅ Reduced property tax rate

To qualify:
🏡 Must be your principal residence
📅 Occupied more than 270 days a year
🏝️ Hawaii resident tax filing required

Three steps — apply by June 30, get approved, tax savings take effect next cycle. That’s it.

Maui County is about to rewrite the rules on how land and buildings can be used across the entire island. Most people don’t know this is happening. 👇

Title 19 is the foundational set of laws governing how land and buildings throughout Maui County can be used and developed. The County is in the process of rewriting it — and this is a multiyear effort.

Key dates to know:

📅 June 17 — Maui County Council Housing and Land Use Committee, 9am
📅 July 14 — Maui Planning Commission, 9am
📅 July 15 — Lanai Planning Commission, 5pm
📅 July 22 — Molokai Planning Commission, 11am

If you own property, invest in real estate, or care about how Maui grows — this is worth paying attention to. The County is asking the community to be part of this process from the start.
