My answer is always the same. Buy when you can and sell when it makes sense.

Need more space and can afford it? Buy.
Have too much space and need to downsize? Sell.

BUT it must make sense. Selling at a loss doesn't make sense and buying when you can't afford it also doesn't make sense.
