The Harris County Commissioners Court is asking Gov. Gregg Abbott for a special election for August 25, the anniversary of Hurricane Harvey. They want Houstonians to approve the issuance of $2.5 billion in bonds for the Harris County Flood Control District to pursue flood-mitigation projects. The bond would be paid for by property taxes.

What is curious is that HUD issued a $5 billion dollar grant to Texas for Hurricane Harvey and disaster recovery through its Community Development Block Grant – Disaster Recovery (CDBG-DR) Program last year, and, per an email newsletter from Congressman John Culberson received April 20th, HUD just issued another $5 billion dollars to Texas for Hurricane Harvey and disaster recovery. Can't some of that $10 billion dollars go to the Harris County Flood Control District for mitigation projects instead of asking property owners to pay for it in higher property taxes?

I don't know all the political details, but I think it's worth asking the governor's office.

The court will request that Gov. Gregg Abbott approve a special election on Aug. 25 for voters to authorize issuing bonds for flood-mitigation projects.
