Yesterday marked the end of an era. The landfill gas-to-energy system that was installed 23 years ago has been disconnected due to insufficient methane to fuel the generator. As you may know the Keene landfill closed in 1999 is a biological reactor where organic waste contained in the landfill decomposes and a product of the decomposition is, among other things, methane gas. Methane gas is colorless and odorless (any smell from the landfill is caused by sulfur compounds which are also a product of decomposition), and represents a potent greenhouse gas being up to 20 times more powerful than carbon dioxide as a contributor to climate change. The Keene Recycling Center and Transfer Station has been powered by the landfill gas-to-energy system since 1994 supplying over 97% of the energy needs of the facility.

It’s been a great run, longer than anyone anticipated when the landfill gas system was initially installed. And now, due to decreased methane generation, the landfill gas-to-energy system can no longer serve as a reliable primary power source for the facility. Construction is ongoing and will be completed in March 2018 for a 100% post-consumer biofuel generator to be the primary power source for the facility. The fuel itself will be refined used vegetable oil which is considerably more friendly to the environment than petroleum diesel. Methane will still be produced by the closed landfill, but in lower amounts as the years go by. To continue to manage the remaining potent greenhouse gas we will be burning methane using a landfill gas flare. One good thing is coming to an end and will be replaced by another good thing. Keep on recycling and we’ll process the recycling with the assistance of energy from used vegetable oil. Remember New Hampshire’s alternate motto- Recycle or Die.

From 2012 to 2016, more than 800 people died in alcohol-impaired-driving crashes during the Thanksgiving holiday period (6:00 p.m. Wednesday to 5:59 a.m. Monday), making it the deadliest holiday on our roads.

Between November 1 and April 30 there is no parking permitted on any City street between the hours of 1:00 A.M. and 06:00 A.M. This restriction includes the paved portion of the roadway and the entire City owned right-of-way.

ALL NIGHT PARKING (by lot), November 1 through April 30:

Any vehicle (except those with a valid permit to utilize a night reserved space) left in a city parking lot between the hours of 12:01 A.M. and 06:00 A. M. on the days specified, shall be towed away at the owner’s expense. This is necessary for the general up-keep and plowing of all municipal lots. Your
cooperation is greatly appreciated.

Halloween Trick or Treating is tonight from 5:30 PM to 7:30 PM! Please keep a porch light on if you plan to participate by giving out candy.

Halloween Safety Tips:

• A parent or responsible adult should always accompany young children on the neighborhood rounds.
• If your older children are going alone, plan and review the route that is acceptable to you.
• Agree on a specific time when children should return home.
• Be careful crossing a street. Look both ways and be sure no cars are coming.
• Only go to homes with a porch light on and never enter a home or car for a treat.
• Children and adults are reminded to put electronic devices down, keep heads up and walk, don't run, across the street.

Safety Tips for Motorists:

• Never assume children are paying attention.
• Watch for children walking on roadways, medians and curbs.
• Do not pass vehicles stopped on the road as they may be dropping off children.
• Enter and exit driveways and alleys carefully.
• At twilight and later in the evening, watch for children in dark clothing

The following road closures and parking restrictions will be in effect, during the noted dates and times, to provide for a safe and efficient 2017 Children of SAU 29 Pumpkin Festival.

ROAD CLOSURES:

Church Street at Vision Financial Parking Lot
Court Street from Mechanic Street to Central Square
Main Street from Railroad Street and Gilbo Avenue north to Central Square
Roxbury Street from Norway Avenue to Central Square
Washington Street from Spring Street to Central Square
West Street from Federal Street to Central Square

Effective from 3:00 AM Sunday, October 29th, 2017 through 11:00 PM Sunday, October 29th, 2017.

PARKING RESTRICTIONS:

There will be no parking in the two metered spaces by Bank of America at the base of Washington Street starting at 8:00 AM on Friday, October 27, 2017 and extending until Monday, October 30, 2017 at 5:00 PM
