Here's something most Tri-Cities property owners haven't noticed yet: your city is about to rewrite its zoning rules.

Starting in 2026, Kennewick, Richland, Pasco, and other Eastern Washington cities are rolling out mandatory comprehensive plan updates—and they're writing in state housing and mixed-use rules you need to know about.

HB 1042 is the big one for commercial properties. It makes it way easier to add housing to commercial buildings (fewer parking rules, more density allowed). That changes what your commercial space is worth and who wants to lease it.

These updates happen every seven years, but the rules changing right now are different. They're statewide mandates coming from Olympia, not local preference.

When you lease office space, the square footage number isn't always what it seems.

You pay for the space you use (usable SF) plus your share of hallways, restrooms, lobbies, and mechanical rooms (the load factor).

Example: A 2,000 SF office at $16/SF sounds like $32,000/year. But with a 15% load factor, you're really renting 2,300 SF — that's $36,800/year.

Always ask for both numbers before you sign. The rent comparison that looks best on paper might surprise you when the load factor hits.

Port of Benton just secured $11.9 million to rebuild the rail infrastructure serving North Richland's industrial park -- $9.5 million from a federal grant, $2.4 million from the Port itself.

The project replaces about 10,000 rail ties, rebuilds a key section of track, and adds signal upgrades. Construction is expected to start in late 2026 and run about two years. The Port's own engineering manager called it one of their largest projects ever.

They're also chasing a separate federal grant to extend rail spurs further into the industrial park, specifically to attract new tenants.

Here's something worth knowing if you own commercial property in the Tri-Cities: "deal volume" isn't one number, and right now the sectors are moving in opposite directions.

Through April 2026, industrial transactions are down 57% from this time last year -- just 6 closings versus 14. Meanwhile office and retail closings are both up, and land sales (still about 85% of all commercial deals here) are holding close to last year's pace.

Total transaction count looks flat on the surface. But if you're in industrial, this is a much thinner market than it was a year ago. If you're in office or retail, buyers are more active than last year.

You found a space you like. Now what? Before you sign that lease, here's what actually matters.

Traffic counts—how many cars pass daily. Visibility from the street. Parking ratio—do you have enough? Zoning—is your use allowed? Co-tenancy—who's next to you?

And one that surprises people: walk it at the hour your customers actually show up. Same corner looks different at 8 a.m. versus 5 p.m.

The rent is the easy part. The location is the one you live with for five years.

Retail cap rates dropped 84 basis points last year — from 7.20% to 6.36% nationally, according to CRED iQ.

That is a real shift. A property with $100K in annual income is worth roughly $180K more at today's retail cap rates than it was at the start of 2025.

Industrial went the other way. Cap rates jumped 92 basis points from Q3 to Q4 as warehouse demand normalized after the e-commerce boom years.

In Tri-Cities, we typically trade at better yields than primary markets — but we follow the same directional trends. Right now, well-positioned retail is the strongest play. Industrial deals need tighter underwriting.
