Benton-Franklin Rental Owners Association BROA represents several thousand units in the Tri-Cities. Several benefits of membership include education, rental forms, and legislative representation.

The Benton-Franklin Rental Owners Association (BROA), an incorporated non-profit organization, primarily represents members from Richland, Kennewick and Pasco (commonly called the Tri-Cities) although there are members from several of the surrounding communities, and out-of-state and country, such as Benton City, Prosser, Grandview and Connell. In addition, there are members from California, Canad

a, etc. who have moved from the Tri-Cities, still own rentals here, and want to keep in touch with what is happening in the local rental industry. The organization was formed in 1962 by a group of concerned residential rental property owners. It was founded for the purpose of serving the interests and welfare of its members who are owners and operators of rental housing properties. The association seeks to protect private property rights from the inroads of government controls, and to advise and disseminate information to its members relative to the more economical operation and maintenance of their rental properties. Today, more than 50 years later, there are 250 - 325 members, representing several thousand units in the Tri-Cities and outlying areas, and over 25 commercial members. With membership in BROA, there are many benefits as outlined below. However, the primary ones include education, rental forms, and legislative representation.

The Washington state Senate has passed the HB 1217 rent control bill. What does this mean for Washington State Landlords and Property Managers? Washington SB 5222 the Sister Bill of HB 1217 Rent Control is scheduled for public hearing this Wednesday 1:30PM Please use the link in the comments to get your voice heard. This includes a 7% cap on rent increases, as well as many other complicated provisions with punitive actions from the AG. This bill would be devistating to both good Landlords and Tenants.

HB 1217 is more than rent control—it introduces sweeping changes that could severely impact our industry. Key provisions include:

Attorney General oversight, creating potential legal and financial burdens as property owners may need to hire attorneys to respond to inquiries.
A 7% cap on rent increases.
Limits on late fees (1.5% of rent).
Move-in costs (1 month’s rent).
180-day notice for rent increases above 3%.
Rent increases over 3% require 180 day notice.
Rent increases over 7% would allow tenants to give 20 days notice to vacate with no penalties.
Restrictions on charging different rents for month-to-month vs. term leases.

This bill limits your control over your properties and adds costly regulations.
Action is needed before January 13, 2025, at 12:00 PM.

Crime Resistant Community Living (CRCL) is a crime free multi-housing program that is sponsored by the Kennewick, Richland and Pasco Police Departments. The CRCL is designed as a partnership among law enforcement, property owners/managers, and residents to keep criminal activity out of rental property, thereby maintaining the quality of our communities and neighborhoods. This year the training programa will be held at the Pasco Police departmernt on October 4, 2018 from 8:00am - 4:30pm.

The program will present ideas for applications and applicant screening, Landlord/Tenant laws and practices, warning signs for drugs and other criminal activities, graffiti and gang problems, working with the police, and many other relevant topics.

The benefits for property owners and managers include a more stable and satisfied tenant base, lower maintenance and repair costs, more appreciative neighbors, potential increase in property values, and an increased demand for rental units with a reputation of active management. Residents also benefit as a result of a safer and more secure environment, confidence in knowing the buildings meet minimum security requirements, and open communication with the police. Finally, law enforcement benefits from the proven drop in calls for service that allows them to be more pro-active in preventing crimes.
