Still thinking about buying a Maui condo ? Wondering why so many have gone down in price ? Heard of the Minatoya List ? Well here is a brief summary of where the new Bills and Zoning changes are headed -->

Where things actually stand with Bill 9, 88 and H-3/H-4 zoning right now.

There's a lot of confusion out there, so here's the plain version.

Bill 9 (signed Dec 2025) phases out short-term rentals in Minatoya List apartment-zoned condos — West Maui by 2029, the rest of the island by 2031. Almost 7,000 units are affected. Prices in this segment dropped 20-40% almost immediately.

Bill 88 (passed June 2026) created two new zoning categories, H-3 and H-4, as a possible path for some of those condos to keep operating as vacation rentals. Important: this only created the categories. No complexes have actually been moved into them yet.

Here's what happens next: Starting July 1, the Council's Land Use Committee began submitting resolutions to move groups of similar complexes (timeshare, leasehold, sea-level-rise zone, etc.) into H-3/H-4 administratively — meaning condo associations don't have to individually apply and pay for expensive rezoning. Each resolution goes to the Maui Planning Commission (up to 120 days), then back to Council for a vote.

Why the timing matters: this Council's term ends this year, and every Council seat plus the Mayor is up for election in November. If the zoning changes aren't finalized before then, it becomes the next Council's job — and outcomes could shift with a new Council or Mayor.

A few other things worth knowing if you're buying or selling in this space:

- Financing gets complicated. Many of these units were bought with DSCR loans that require rental income to cover the mortgage, taxes, insurance, and HOA — restrictions that don't work for a long-term residential use.
- Even at today's reduced prices, monthly ownership costs on a $650K-$1M condo (mortgage + HOA + insurance + taxes) run $4,700-$7,100/month — which is why most current buyers in this price range are mainland buyers, not local residents.
- Property tax categories matter too: owner-occupants keep their homeowner exemption regardless of zoning changes; if a unit shifts to long-term rental, that comes with its own lower tax rate.

Bottom line: if you own or are considering a Minatoya List / apartment-zoned condo, the zoning question isn't settled yet — it's actively moving through Council process right now, with a real deadline tied to this fall's election. Worth watching closely before making a decision either way.

And the wild part?

This isn’t pollution or some weird weather glitch.

This is Hawaii’s ocean currents and reef systems actively reshaping the waters around Maui in real time. 🌎✨

As trade winds, volcanic runoff, coral reefs, deep Pacific currents, and shifting temperatures collide around the island, massive swirling water boundaries form offshore — creating insane patterns visible from space. 🌊

Marine life follows it too. Humpback whales, sea turtles, reef sharks, manta rays, dolphins, tuna, and huge bait schools move through these changing currents because oxygen, nutrients, salinity, and water temperatures constantly shift around the island. 🐋🐢🦈

Basically: Maui turns into one giant underwater highway system powered by reefs, lava rock coastlines, Pacific currents, tides, channels, and deep ocean pressure systems. 😳

From Lahaina to Hana, Kihei to Paia, Wailea to Kapalua… the entire island feels alive from above. 🌺🌊
