PLEASE TELL ME HOW THIS WAS NOT CAUGHT BY BUILDER OR CITY/CODE INSPECTOR.

I will not put pictures to protect the builder. I was viewing a new construction 11-month inspection report and this is what I see in the comments under the pictures. Remind you the kitchen is downstairs.

No Detectors Downstairs
The dwelling units are two-story; however, smoke alarms and carbon monoxide (CO) alarms were not observed on the lower level of the unit at the time of inspection.

The absence of required alarms on all applicable levels reduces early warning capability in the event of fire or carbon monoxide exposure and represents a significant life-safety concern.

Installation of smoke alarms and carbon monoxide alarms on each level of the dwelling, including the lower level, is required in accordance with current safety standards and applicable building codes.
