Hale Makua announces new “CarePlex” and workforce housing initiatives on Maui

Kahului, Maui – Hale Makua Health Services, a Maui-born nonprofit serving the island for 80 years, today announced two landmark projects inspired by the community. The first project is an innovative health care complex in collaboration with Hawaiʻi Medical Service Association (HMSA) currently referred to as the “CarePlex”. The second project is a 100-unit workforce housing development. Together, these projects represent a bold, homegrown solution to Maui’s intertwined crises of health care access, workforce shortages, and housing affordability.

📍 MAUI COUNTY - Bill 9 passed 1st reading (introduction) AND 2nd reading (final council vote / passage on 12/15/25). Now, it's headed to the Maui Mayor for him to sign it into law. Once signed, the Maui County Clerk will assign an ordinance number and officially publish it. Enforcement/phase-out follows the schedule in the Bill.

NOTES: No amendments were accepted so it’s been passed as originally introduced. Final Deadline for phase out of legal Apartment Zoned A1/A2 Short Term Rental Units Effective Date begins 1/1/2029 for West Maui (96761), and 1/1/2031 for the rest of Maui County. It was passed "clean" (meaning as-is) with the political promise of circling back to then incorporate the discussed TIG recommendations..
