ustry officially, I spent more than 15 years as a communication consultant helping government agencies make complex information clear and usable. I believe clear communication is a consumer right. As part of my communication consultant work, I worked with the Consumer Financial Protection Bureau (CFPB) on the "Know Before You Owe" project to design new mortgage disclosures --the Loan Estimate (formerly the Good Faith Estimate) and the Closing Disclosure (formerly the HUD-1). "To make good decisions, you need to be an educated consumer..." The loan estimate is intended to be used as a shopping tool to help you choose a mortgage that is right for you. The closing disclosure is intended to help you understand what, if anything, changed between your loan estimate and closing. This is good news for consumers as consumers can better use, compare, and understand complex mortgage information and terms with these disclosures. The disclosures have been called "understandable," "transparent," and "fair." These mandatory disclosures were implemented in October 2015, so you will be seeing and using them.
