Also the below mentioned Assembly Constitutional Amendments will be on our ballot this coming November and we would like yβall to VOTE NO! π³οΈ
ACA 13 requires any proposed initiative that would increase a vote threshold to receive as many votes as the proposed increased threshold. So as the CBRT(CA Business Round Table) would increase vote thresholds to a 2/3 vote, the CBRT initiative would have to get a 2/3 vote of the people to pass rather than a simple majority. We are very concerned about ACA 13 mainly because it is a direct attack on Prop 13 tax protections. Even though the courts have scaled back the 2/3 provision, it is still there for government action. Now there could be an initiative to eliminate the 2/3 provision which just requires a simple majority and then to try to get it back or any other 2/3 protections for special taxes affecting property would require 2/3 which would be challenging to obtain.
We are also opposing ACA 1. This proposed constitutional amendment would decrease the vote threshoid for bonds for housing and infrastructure to 55%. We do not oppose the provision to reduce the threshold for housing bonds per BOD policy, but we do oppose the proposal to reduce it for infrastructure, because there is such a wide range of potential infrastructure projects that could be funded, potentially significantly burdening homeowners for projects that are not directly connected to housing.
We will be in opposition to this measure, as the lower vote threshold for a wide variety of infrastructure projects could result in several special taxes attaching to homeowners.
