When interest rates are low, fixers are mostly snapped up by investors and developers looking to capitalize on the hot market. Higher interest rates mean not only a shallower buying pool, but the slower market means investors and developers are more cautious about their ability to offload their properties at the necessary margins, thereby opening the fixer market to more regular buyers.
