THE YEAR OF THE REFI

2024 was supposed to be the Year of the Refinance. But it’s not! Last year, many pundits predicted that there would be at least seven rate cuts in 2024. It is mid-March, and there have been no cuts this year. And there are only seven Federal Reserve meetings remaining in 2024.

Fed Chairman, Jay Powell, recently indicated the Federal Reserve may not lower the Fed Funds Rate any time soon. According to former Treasury Secretary, Larry Summers, there is a 15% chance that the Fed’s next move could be a hike. Yep, a hike. While Summers seems out of touch with the market (and economy) at times, he is trying to make a point that many of the major sectors are thriving…even in this high-rate environment. For example, the equity markets are currently at (or near) all-time highs. Real estate prices in many areas remain close to record levels. Unemployment is still below 4%. And inflation data has not reached targeted levels. However, a 15% chance of a rate hike in 2024 appears ludicrous. While the odds of a rate hike during the next Federal Reserve meeting are closer to 1%, there is only a 10% chance of a rate cut.

When will the rate cut happen and when will the refinance boom start? Many experts anticipate that the Federal Reserve will begin cutting rates in the middle of 2024, either during the June or July meetings. But that could change if we continue to have a strong economy and high inflation. In addition, the timing of the rate cuts could impact the Presidential Election, so the Fed is walking a tight-rope this year. If I had to make a prediction, there would be 2 or 3 Fed Rate cuts during 2024, starting in July. And 2025 will be the Year of the Refinance!

IS THE STATE FORCING YOUR CITY TO ADD LOW INCOME HOUSING?

Back in 2015, the California Supreme Court upheld San Jose’s 15% Inclusionary Zoning Ordinance (for low-income housing). A series of bills followed the decision. This eventually empowered the state to mandate that all cities must provide affordable housing to meet the 15% low-income guideline. Even if it violates local covenants, ordinances, as well as civil liberties.

In Palos Verdes Estates, the State of California wants to remove a church to build low-income housing, even though it is protected by a local covenant. In Beverly Hills, the state plans to add affordable housing right next to an elementary school. And in Elk Grove, they want to build low-income housing in the middle of the historic district, which violates local zoning regulations and has been voted down by the city. These cities (and many others) are adamantly against adding low-income housing. However, most are afraid of CAR (California Association of Realtors) as well as the State of California. It’s a two-headed legal monster that is hard to beat. Nevertheless, a handful of charter cities are disobeying the 15% Inclusionary Zoning Ordinance. They will get their day in court, in an effort to achieve a new precedent. And they may have an argument that they didn’t have in 2015…

It's 2023, and we are not experiencing the same type of housing shortage, which we were experiencing back in 2015. Now, California has a declining population. Since 2020, the Golden State has lost over 800,000 net residents, and is expected to have a population decline for the next decade. That doesn’t sound very golden. And it is not just people, companies are fleeing the state, too. This has been referred to as the California Exodus. So, if the state’s population is declining, why are we adding state-mandated housing to cities that don’t want or need it?

WHERE ARE PEOPLE MOVING?

Moving from state to state is nothing new. During World War II, the US witnessed a dramatic migratory shift, from the East to the West. However, we are in the middle of the biggest out-of-state movement in our nation’s history. According to the Brookings Institute, Americans’ local migration reached a historic low in 2022. And there may be even fewer in-state moves during 2023. While local migration reached a low, during this past year; long distance moves have picked up.

There are many factors that could propel a homeowner to move out-of-state. These could include: exhausted of where they currently live, work related, health related, move closer to relatives, change of lifestyle, get a better home, income tax benefits (there are currently 9 states with no income tax), sales tax benefits (there are currently 5 states with no sales tax), etc. In addition, there are peripheral factors that have contributed to the out-of-state migration, such as age demographics (there are a lot of retirees out there) and the post-pandemic adjustment (which may or may not be transitory). Where are people leaving, and where are they moving to?
