In welcome news, the Supreme Court of California has declined to grant a petition that would have once again delayed a much-needed project in Livermore. This marks the third time the Supreme Court has rejected an appeal brought by the “Move Eden Housing” group and its members, ending years of repeated legal challenges.

Throughout this lengthy legal process, Eden Housing and the City of Livermore have remained steadfast in their commitment to provide safe, affordable housing for the local community. The two entities have been working together since 2018, when Eden Housing was selected to develop affordable housing on the site at the southeast corner of the Railroad Avenue and L Street – property the City of Livermore acquired between 2007 and 2009 specifically for this purpose.

The affordable housing portion of the Downtown Livermore Apartments is designed to provide 130 new one- to three-bedroom apartments for those earning between 20% to 60% of Alameda County’s area median income.

“We are deeply grateful to the City of Livermore and our many partners for their steadfast leadership and support throughout this effort,” said Linda Mandolini, President and CEO of Eden Housing. “We are eager to finally move this important project forward. Had it not been for these meritless lawsuits, 130 families would have already been living in high-quality, affordable homes for the past two years. We are encouraged by the Court’s decision and the numerous published opinions confirming our right to build this housing, and remain committed to bringing this much-needed housing to the community.”

Harmonie Park is proud to share that the North 40 Phase II project was approved last night with a 3–2 Council vote. This milestone reflects years of collaboration aligned with the Town’s Housing Element and shaped by extensive community input. The result is a thoughtfully designed plan that expands open space and delivers a diverse mix of housing options for a wide range of income levels.

For nearly 20 years, Harmonie Park has been committed to the North 40 vision, and this approval marks significant progress—helping the Town meet 25% of its housing obligations and advancing a mixed‑income community in the place we call home.

We are excited and grateful to have worked collaboratively with the community of Santa Clara over the past seven years and receive UNANIMOUS approval last night from the City of Santa Clara Council for the environmental review, General Plan amendment, Rezoning, Vesting Tentative Map and Development Agreement, for Mission Point -- a 48.6-acre vibrant, mixed-use community with a flexible build out plan, including up to 2,600 homes with 15% at deeper affordability. This could not have been done without the support of the community, including many engaged residents and local stakeholders including SV@Home, Catalyze SV, Housing Action Coalition , Silicon Valley Bicycle Coalition, Mission College, Santa Clara Schools Foundation, YIMBY Action and so many more, and the tireless efforts of Kylli and our team that included BKF Engineers, Gensler, Field Operations, Canyon Snow Consulting, Holland & Knight LLP, Watry Design, Inc., Arup, and others who have helped support this vision for Santa Clara North. We appreciate the City of Santa Clara staff, Commissioner's, and Council's professionalism and patience on a project that began in all the way back in 2017. Congratulations to Wendi Baker, Kylli, and the Mission Point team on a positive recommendation by Planning Commission to Santa Clara City Council for re-zoning of the 48-acre former Yahoo campus. The project now has flexibility to add an additional 800 homes to the initially proposed 1,800 new homes. Next stop, City Council.
