West Eden West Eden is a proposed housing development for 55+ families. We will be constructing 1500 sq ft homes - 2 bedroom - 2 bath homes with Radiant in floor heat.

We are selling homes but we are also marketing freedom and time. Home owners will be freed from maintaining the grounds and property around their home providing more time to do the things that they just didn’t have time for before they become a home owner in West Eden.

We anticipate that the homes will be priced in the $160,000-$180,000 range. (Home owners will be able to select upgrades that may increase the selling price of the home as they individualize their home.)

There will be a yearly maintenance fee for upkeep of the properties. This will provide additional freedom so that our residents can enjoy their families and their lives. The maintenance crew
will take care of:

Lawn mowing
Trimming
Garbage Collection
Overall maintenance of the property
Plowing
Shoveling
Community security

The construction of the homes which includes handicapped access, 36 inch doors and hallways will allow owners to remain in their homes for as long as possible using services that can be provide by local agencies for in home care as the population continues to age (often referred to as “Aging in Place”).

Impact on the Local Community

West Eden will provide new homes within the Village of Malone. This reverses a pattern of residents leaving the village to build elsewhere. This will allow the residents of the community to continue to reside within the village while freeing up time to take advantage of Malone’s unique location in one of the most attractive parts of Northern New York and close to the cosmopolitan centers of Montreal, Ottawa and Quebec City.

The sale price of 18 homes will be approximately $2,800,000 - $3,200,000. This will result in significant tax income for the village, and town of Malone.

All employees will be local residents.

We are planning on 7-9 construction jobs per year over a period of 3 years with an approximate payroll of $650, 000 – $800, 000 to be infused into the local economy. There will also be 2 permanent part-time maintenance/ security positions created with a total annual payroll of $20,000. These will be local residents and these monies will also become part of the local financial picture.

In addition, the purchase of a home in West Eden may well create an additional sale in the village as the families in West Eden sell their large homes and move into our community. In essence, that actually means 20-40 home sales generated within the village.

Our mission is to provide homes for adults who desire to spend less time maintaining their home and more time enjoying life. We are attempting to attract individuals and families who:

• Now live in homes that have become too large for them as their children have grown up
and moved out.

• Want/ need exterior maintenance taken care of for them. Exterior maintenance can
become an issue and families can be challenged keeping up their present home and
taking care of the property maintenance as they have done in the past.

• Want handicapped access provided to their home, even if they don’t require it.

• Want their home equipped with doors and accessories that are tailored to those who
might be experiencing, or in the future might experience, some level of difficulty in a
traditional home.(Levered door handles, 36 inch doorways, halls and entrances, easy
access to showers and tubs.) This will allow residents to “Age in Place”.

• Are looking for a home with 2 bedrooms/ 1 ½ baths/ 1500 sq feet/ built on a pad with
radiant heating throughout.

• Want a home with a one car garage and carport.

• Want a home in the village of Malone with a rural setting. West Eden is not situated on
a main highway and will have limited access. Lending to the rural setting, infrastructure (power, phone lines, and gas lines) will be buried within the gated community. The low traffic flow will allow residents to walk and bike at their leisure. Property will be set aside for a community garden.

• Are looking for an elevated level of security. Security will be done by a 2 person crew
who are year round employees. In addition, this crew will take care of maintenance in
the community.

We will offer three distinct floor plans with a variety of configurations. Our attractive floor plans are 1500 square feet, featuring 2 bedrooms, 1 1/2 baths, and a one car garage with a carport. Home owners will be able to customize the interior of their home should they choose to do so.

The infrastructure for this community will be underground, eliminating overhead wires and reducing damage to the infrastructure that can be brought about by severe weather that occasionally visits the Malone area.

Amenities included with each home:
• 1,500 square feet
• 2 bedroom, 1 ½ bath
• Fully applianced kitchen
• Washer and dryer
• Garage/ Carport
• Door Levers instead of door k***s
• 36 inch doors and hallways
• Energy efficient windows
• Propane furnaces

• Grounds keeping, snow & trash removal

The year-round maintenance of the grounds throughout the community will be provided by the LLC and a yearly maintenance fee will be in place to pay for services such as: mowing, trimming, snow plowing, shoveling sidewalks, garbage collection, and maintenance of the community grounds. The homes will be constructed by local workers. In addition, local workers will provide year round individualized service of the grounds of each home and the community grounds.

The construction of the homes will create 7-10 jobs for at least a 3 year period. At least two permanent part-time jobs will be created to take care of yearly maintenance of the grounds and structures in the community. In addition, these employees will provide a heightened level of security for the community

West Eden is a housing community proposed for construction in the Village of Malone. While anyone can purchase a home in West Eden, our marketing will be aimed at 55+ families. The homes will be built in the village to allow families to live close to stores and services. The homes will be built using the latest in green technology. These factors will allow the owners to reduce their carbon footprint as well as the size of their homes.

Construction will occur in 3 phases:

Phase 1 - Completed
Purchase of property (10+ acres) in the village of Malone
Reconditioning of the Main House which will be used for a maintenance/ security center for the development
Completion of Architect Requirements

Phase 2 – Planned to begin in the Spring 2014
Completion of Engineering Requirements
Installation of the infrastructure
Construction of first homes in the community

Phase 3
Construction of approximately 20 homes
Completion of the infrastructure
Ongoing Maintenance of the grounds at West Eden

West Eden will be situated on 10+ acres of land in the area south-west of the convergence of State Routes 11B and 30. One quarter of a mile south-west of the intersection of the hub of Malone where Routes 11, 30 and 37 intersect.

Just to keep everyone informed about how the West Eden project is going.
On Wednesday March 13, the IDA/LDC Board and its CEO decided not to help finance West Eden. They decided not to help in spite of the fact that the project would employ 7-10 people during the construction (for at least a 3 year period) and despite the fact that it would create the biggest new construction project in a long time in Malone. They declined, in spite of the fact that the construction would add 3 million dollars to the tax base of the village of Malone as well as the town, county and school district. The more people that live in the village and town, the more people paying to support the village, town, county and school district.
So we are moving ahead and looking for other sources of investment. We are looking at grants from New York State to help us with beginning the project. We’ll make sure everyone is aware of what is going on as we move forward.

The next big step for our project comes this Wednesday March 13. The IDA will meet to decide whether our project qualifies for help through the IDA. I sure hope they keep an open mind and look at West Eden and consider the impact it will have on the economy in Malone. Perhaps this development can be a catalyst and have a positive impact on Malone and begin the positive change that the village of Malone needs.

I don't think this is feasible in the least. Who in their right mind is going to pay 150,000 for a two bedroom house in Malone?? For that price you can buy three houses and an apartment building. I mean, even he didn't pay that much for your house AND the land. And then he wants 950 a year in fees? And he wants this from 55 and above residents? Where are they going to get financed for a 30 year mortgage? Or does he think seniors in Malone have that money saved? Totally not feasible for this area. Perhaps a good plan in Vermont, but not here.

Although I do hope he hires you as a manager.....that would be the only positive thing....

Kim - your comments raise some good questions. There is no doubt that this development isn't for everyone. The people who might buy a home in West Eden have homes that they have out grown. The kids have grown up and they don't need 4 bedrooms and 2 baths. They also have equity in their home. So they might not have $100,000 in their pocket, they do have it as an investment in their home. It's not difficult to get a 20 or 30 year mortgage at 55 since the life expectancy of 55 years old is 84 and these homes will be built so that a resident can stay in there home as long as possible.

As for the fees, many people are willing to pay to have their home taken care of year round while they are freed to travel for weeks or months at a time and know they will come home to a mowed lawn or plowed driveway and shoveled sidewalk.

This housing development is not for everyone. It will fit the life styles of some middle class people who want the services provide and who want a home that will be built with all types of new technology to make it easier to heat and cool the house, that will reduce the need for turning lights on. Their carbon footprint will be smaller and their heating and lighting bills will be smaller. As I said, this isn't for everyone but it fits perfectly for some.

And, it creates 3 million dollars of taxable property in the village which helps all who live in the village and just maybe it can be a catalyst to attract businesses back into our village, town and county
