๐An offer from a buyer that is contingent upon the sale of another property is not ideal from the perspective of many sellers. But, I have beat out multiple offers that did not have this contingency by communicating clearly and having a clear plan. You can learn a lot about the seller's incentives and concerns by talking with them / their agent.
