In November, the voters of Florida passed Amendment 5 which will annually increase the second $25,000 homestead exemption by the positive growth in the Consumer Price Index (CPI). This does not apply to the School Board portion of taxes and will take effect in the 2025 Tax Roll year.

Unincorporated Monroe County, and the cities of Marathon, Key Colony Beach, and Layton will soon have new 96-gallon garbage carts delivered, with continued twice-weekly collection. The new carts are for garbage collection only. Regular cans will continue to be used for yard waste, and the blue carts for recycling.

Beginning in November 2024, carts will be distributed to the residential/physical address on file with Monroe County for the Lower Keys (Stock Island to south of the 7 Mile Bridge) and beginning in December 2024, for the Middle and Upper Keys.

While carts will be delivered throughout November and December, please do not start using the new carts until the week of Dec. 29.

Things to know:

β€’ Carts will be dropped off curbside. Please ensure you or someone else (e.g., neighbor, renter, property manager, friend) can move your cart up next to your home, garage, back door, etc. It is your responsibility as a homeowner to secure and take care of the cart. If you are unavailable, please arrange to secure your cart after delivery.

β€’ Do not start using your cart until the week beginning Dec. 29. After this date, 32-gallon cans/receptacles will no longer be an acceptable means for garbage collection but should still be used for yard waste.

β€’ Lids should always be latched to keep trash contained from animals and winds. Garbage should not be placed on top of the lid or on the ground. All garbage should be placed in a cart. Garbage not in the cart will not be picked up.

β€’ After collection, the cart must be removed from the curbside and returned to the side yard, corner of the house, back yard, or under the house for proper storage.

β€’ Resident is responsible for the replacement cost of lost, stolen, or damaged carts.

β€’ Residential communities (condominiums, cooperatives, apartment complexes, etc.) that receive dumpster service will not be issued a 96-gallon cart. Residential communities should contact their local hauler with questions.

β€’ If one 96-gallon cart is insufficient for your residence, you can contact your local hauler for additional cart(s) at an additional fee.

What are all these values on my Notice? Market Value, discussed in a previous post, is the most probable price your property would sell for in a competitive open market. There is NO Statutory limit on how much Market Value can go up or down. It is a fluid value that moves based on the actions of buyers and sellers in the market.

So, what is the Assessed Value and Taxable Value?
Assessed Value is a capped or limited value and depends on whether your property is homesteaded or not. If you apply for homestead and it is granted, you will benefit from the "Save Our Homes" Assessment limitation of the Consumer Price Index (CPI) or 3% whichever is less on all taxing jurisdictions. For non-homestead, the cap is 10% on all taxing jurisdictions, except for the school millage. The school value is 100% of Market Value, as passed by voters in 2008.

In the example below, this property is homesteaded and the Assessed Value increased 3% from the prior year. This year since the CPI was 3.4%, the Save Our Homes limitation is 3%, the lower of the two. So last year's Assessed Value of $518,079 multiplied by 1.03 equates to $533,621, as this year's new Assessed Value. For non-homestead property, you would multiply last year's value by 10% for all taxing jurisdictions, except schools. Regardless if you are homesteaded or not, your Assessed Value can never be higher than your Market Value.

Next, Taxable Value is calculated by subtracting any exemptions that were granted from the Assessed Value. In the example below, the homeowner qualified for homestead exemption in the amount of $50,000. Subtracting $50,000 from this year's Assessed Value of $533,621 equals a Taxable Value of $483,621. Notice the Public Schools Exemption is only $25,000. Per Statute, there is only a $25,000 exemption applied to the School Assessed Value.
The Taxable Value is the value your taxes are calculated against.
