Q: Can I still collect first, last, and a security deposit at move-in?
Yes — Washington's Housing Stability Act (HB 1217) does NOT cap move-in costs. Provisions that would have limited deposits and prepaid last month's rent were removed before the bill was signed into law.
What the law DOES require: rent increases are capped at 10% in 2025 (9.683% in 2026), no increases in the first 12 months of a tenancy, and 90 days written notice before any rent increase takes effect.
Washington rental law is complex and changing fast — and a lot of what's circulating online is based on earlier draft versions of the bill, not what actually passed.
