Orange County homes for sale without Mello Roos and without HOA dues

Mello-Roos is the common name for the Community Facilities District Act, enacted by the California Legislature in 1982. When California Prop passed in 1978, it limited the ability of local governments to use property taxes to construct public facilities and services. As a result, new ways to fund public improvements in respective locales were considered. Mello Roos assessments are typically found in newer home developments. Older homes (usually those built prior to 1990) have no Mello Roos assessments, even though newer homes in the same city may have them.
In some cases, Mello Roos assessments on a home may add thousands of dollars to the annual property tax bill. They do fall off at some point, but many of the assessments are for 30 or 40 years before this extra charge is eliminated. With that, I regularly get people requesting lists of homes for sale without Mello Roos.

HOA dues are also common in master planned communities, where they pay for parks and common facilities in the housing tract. They are always paid monthly All condo and town house tracts have HOA dues, mainly for common fire insurance. However, not all single-family housing tracts have HOA dues. While they may have benefits, many homeowner associations regularly raise the monthly fee, which adds yet another cost to owning a home. This is especially true for rental properties, where the cash flow is dependent on annual rent vs expenses.

With both Mello Roos fees and HOA dues in many housing tracts, I do get requests regularly for lists of homes for sale without either of these fees. Live where you work! Live/work and loft homes are one of the newest housing trends in Orange County, California. These units may consist of a home combined with office space, a work room, or main floor retail space, or a mix-used (commercial/residential) building in an older area of OC. Reminiscent of many small, mom-and-pop business residences on the east coast, this is a new and growing housing concept in Orange County to help satisfy the growing number of stay-at-home professionals, technicians, artists, designers, and small business people living in the county. Whether it is a loft condo with additional office space or a mixed structure with a residence above and retail space below, live/work homes are the choice for many stay-at-home workers or small retailers. These homes may also have the added benefit of providing additional tax write-offs, as they do provide a home-office or employment space (check with your CPA).

California voters recently approved Proposition 19, The Home Protection for Seniors, Severely Disabled, Families, and Victims of Wildfire or Natural Disasters Act. Proposition 19 went into effect on April 1, 2021. There are several facets to this new act, including helping wildfire victims, etc. The main benefit is that it allows millions of California senior homeowners (55 years of age or older) to keep their lower property tax base after they move into a new home. This proposition super cedes Prop 60 and 90 tax transfer laws in this regard. It also improves on them in several ways.
