🌊 New York’s Housing Crisis: The Rising Threat of Climate Change 🏡

At H.S.C. Management, we are deeply committed to protecting and managing the homes of New Yorkers. A recent report by the Regional Plan Association paints a stark picture of what climate change could mean for our city:
➡️ Up to 19,300 homes could be lost to flooding within 15 years
➡️ Another 24,300 homes at risk of severe damage by 2040
➡️ Thousands of basement apartments—housing for many lower-income residents—face major flooding risks

These projections surpass even the devastating toll of Hurricane Sandy, which damaged nearly 70,000 homes in NYC alone. With extreme weather events becoming more frequent, our city's housing crisis is set to deepen.

The good news? Resilience projects are in motion. NYC is investing in flood walls, berms, and drainage improvements, but more action is needed to protect our communities.

As a leading real estate property management firm, H.S.C. Management is dedicated to climate-conscious property solutions. We work with building owners, condo and co-op boards to ensure buildings are safeguarded against future risks.

🏗️ Our Call to Action:
✅ Advocate for sustainable building policies
✅ Support infrastructure investments that protect homes
✅ Educate property owners on flood resilience

New Yorkers are no strangers to resilience, and together, we can prepare for a stronger, safer future. Let’s start the conversation—how can we protect NYC’s housing market from climate threats? Drop your thoughts in the comments! ⬇️

Middle-Class Squeeze: How Rising Costs Impact NYC/NJ Families
At H.S.C. Management, we see firsthand how rising costs—from housing to childcare—are reshaping financial stability for middle-class families in the NYC/NJ metro area. A new Upgraded Points analysis highlights just how much these expenses cut into household budgets.

Key Takeaways for NYC/NJ Metro:
💰 Median family income: $165,000
🏡 Housing costs: $26,172
👶 Childcare costs: $30,551
🚗 Transportation costs: $13,849
🏥 Healthcare costs: $18,928
💸 Income taxes: $23,689
➡️ Remaining income after necessities: $23,609

For comparison, the U.S. average leaves families with $21,939 after expenses—but with lower housing ($17,221) and childcare ($19,896) costs than our region.

This data confirms what many of our residents already know: while NYC/NJ offers high earning potential, essential expenses can quickly erode financial security. As property managers, we are committed to working with building owners, boards, and residents to find cost-effective solutions that help maintain affordability and stability in our communities.

Are rising costs affecting your building’s financial planning? Let’s start a conversation.

🏙️ Why the Revival of the J-51 Tax Break is a Game-Changer for NYC Property Owners

With rising costs and Local Law 97’s carbon caps approaching, many NYC property owners—especially co-ops, condos, and rent-stabilized landlords—are struggling to fund critical upgrades. Without financial relief, owners could face steep fines of $268 per metric ton of excess carbon emissions.

That’s why the revival of the J-51 tax break is a major win. Signed into law by Mayor Eric Adams in December 2024, J-51 provides a property tax abatement covering up to 70% of eligible renovation costs, making large-scale improvements more affordable.

🏢 What NYC Property Owners Need to Know:
✅ Eligibility: Available to co-ops, condos (assessed under $45K per unit), affordable rentals, and buildings receiving government aid.
✅ New Legislation: Lawmakers may expand tax exemptions for carbon reduction upgrades under Local Law 97.
✅ Avoiding Fines: J-51 helps buildings comply and avoid costly penalties.
✅ Financial Benefits: Offers an 8.33% annual tax abatement for up to 20 years.
✅ Housing Impact: Expected to benefit 166,000 families in co-ops and condos.

📌 Who Benefits Most?
✔ Affordable & Rent-Stabilized Housing – Helps renovate older, rent-regulated buildings.
✔ Co-ops & Condos – Reduces maintenance costs by subsidizing capital improvements.
✔ Multifamily Landlords – Encourages investment in aging rental properties.
📌 Who Benefits Less?
❌ Luxury & High-End Properties – J-51 targets affordable housing, not luxury.
❌ Newer Buildings – If already in good condition, the incentive won’t apply.

💡 Is It a Game-Changer?
For aging, rent-regulated buildings, J-51 is a huge help. But for market-rate and luxury properties, other incentives—like 421-a (if revived)—would be more impactful.

⏳ Act Fast! J-51 expires in 2026 unless extended. NYC property owners should act now to secure these savings.
At HSC Management, we help property owners and building boards navigate tax incentives, ensure compliance, and optimize costs. Let’s connect!

Understanding NYC’s Pet Law:
What Every Property Owner & Tenant Should Know

At HSC Management, we know that navigating pet policies in NYC buildings can be complex. The NYC Pet Law, or “90-Day Pet Law,” provides important protections for tenants while outlining clear guidelines for landlords and co-op/condo boards.

What is the NYC 90-Day Pet Law?
This law allows tenants to keep a pet in their unit—even if their lease prohibits pets—if:
✅ The pet has been kept openly (not hidden).
✅ The landlord, agent, or building staff has known about the pet for at least three months but failed to enforce the no-pet rule.
✅ The building has at least three residential units and is in an applicable borough (co-ops and rentals in all five boroughs; condos only in Brooklyn, Queens, and Staten Island).
✅ The pet does not cause a nuisance, damage, or safety concerns.

What Pets Are Allowed?
Boards and landlords can regulate:
📌 Number of pets per unit
📌 Size or weight restrictions
📌 Breed restrictions (e.g., Pit Bulls, German Shepherds, Rottweilers, etc.)
📌 Exotic pets (such as reptiles, large birds, or large fish tanks that may cause property damage)

What About Service & Emotional Support Animals?
Service animals & emotional support animals (ESAs) are not considered pets and are protected under the NYC Human Rights Law and Fair Housing Act. Property owners: Be mindful that broad “no dogs” policies cannot apply to registered service animals or ESAs.

Landlords and boards may request documentation from a licensed health professional confirming:
✔️ The resident has a disability
✔️ The animal provides necessary support
However, they cannot ask for details about the specific disability.
Best Practices for Property Owners & Boards
📜 Clearly communicate pet policies & require acknowledgment in lease agreements.
📋 Regularly train staff on pet policies & assistance animal laws.
⚖️ Enforce rules consistently to avoid legal risks.
📄 Provide written warnings before escalating policy violations.
📝 Document all violations thoroughly.
🔄 Review policies regularly to stay compliant with changing laws.

Managing pet policies effectively helps protect property value, minimize disputes, and create a fair living environment for all residents.

🔥 Fireproof vs. Non-Fireproof Buildings: What You Need to Know 🔥

At HSC Management, we prioritize the safety of our residents and properties. Understanding the difference between fireproof (non-combustible) and non-fireproof (combustible) buildings is crucial for fire safety preparedness.

🏢 What’s the Difference?
• Fireproof buildings are constructed with materials like steel or concrete, which resist fire spread, but the building’s contents can still generate heat and smoke.
• Non-fireproof buildings use materials like wood, allowing fire to spread more quickly between units.
📌 How to Check Your Building’s Fire Classification
• Look at the Fire Safety Notice posted on your apartment door.
• Refer to the NYC Apartment Building Emergency Preparedness Guide for building construction details.

📖 Where to Find Your Fire Safety Guide
• It should be posted in a common area of your building.
• The guide is distributed to residents upon move-in and every three years and includes key details like:
✅ Building classification (combustible or non-combustible)
✅ Year of construction & number of floors
✅ Exit routes
✅ Fire alarm & suppression system info
✅ Owner/management contact information

🚪 Why Closing Doors Saves Lives
An open door during a fire can cause flames, smoke, and heat to spread rapidly. NYC Local Law 111 requires self-closing doors for apartments, hallways, and stairwells. If your door isn’t self-closing, report it to building staff immediately!

📞 Calling 911? Here’s What to Say:
• Your building address & best entrance for responders
• Number of people needing assistance
• Your chief complaint/emergency details
• Any known hazards
• Your name & contact number

After calling 911, notify building staff to ensure they can assist first responders.

At HSC Management, we are committed to fire safety and emergency preparedness. Stay informed, stay safe!

🚨 Attention NYC Property Owners & Boards! 🚨
Local Law 97 (LL97) is here, and the first annual emissions report is due by May 1, 2025. Is your building ready? 🏢💨

As part of the Climate Mobilization Act, LL97 is designed to cut carbon emissions from NYC buildings over 25,000 square feet—and the penalties for non-compliance are significant:
⚠️ $268 per metric ton of CO2 over the limit
⚠️ $0.50 per square foot per month for late reports
⚠️ Up to $500,000 for false statements
💡 The Department of Buildings (DOB) recently released a 98-page compliance guide outlining requirements. If your condo, co-op, or multifamily rental property needs to comply, now is the time to act!

Need more time? A Good Faith Effort extension is available—but it requires a detailed decarbonization plan by May 1, 2025 and compliance with LL97, LL84, and LL88 filings.

HSC Management is here to help you navigate LL97 and avoid costly fines. Let’s ensure your property meets emissions targets while maintaining efficiency and value.

📩 Reach out today to get your compliance strategy in place! At HSC Management, we’re committed to providing our residents and clients with the best resources.

Is Your NYC Tap Water Safe? Here's What You Need to Know 💧🏙️

At HSC Management, we know that safe, high-quality drinking water is a priority for New Yorkers. Fortunately, NYC’s award-winning tap water is delivered virtually lead-free, and the City has invested over $10 billion to ensure it meets or exceeds federal and state health standards.

However, older buildings may have lead service lines or plumbing fixtures that could introduce lead into your drinking water.

Here’s what you need to know:
🔹 How does lead get into tap water?
NYC water is sourced from upstate reservoirs and arrives virtually lead-free. However, homes built before 1961 may have lead service lines, and household plumbing in any building could contain lead.
🔹 How can you reduce lead exposure?
✔ Run your water for at least 30 seconds or until it gets cold before use.
✔ Use cold water for cooking, drinking, and preparing baby formula—hot water may contain more lead.
✔ Clean your faucet aerator monthly to remove trapped particles.
✔ Consider replacing lead plumbing with the help of a licensed plumber.
🔹 Want to test your water?

Call 311 or visit nyc.gov/dep to request a free lead test kit for your home or apartment.

At HSC Management, we’re committed to providing our residents with the best resources for a safe and healthy home. Reach out if you have any questions about your building’s water system!

🏠🌊 Home Insurance Rates Surge Across the Tri-State Area 🌆💡
At HSC Management, we understand that property ownership comes with challenges—one of the pressing being the rising cost of home and building insurance in the New York tri-state area. 🌪️📈
Recent data highlights a concerning trend: home and building owners are seeing their insurance premiums climb dramatically due to an increase in severe weather events tied to climate change. From flooding and storms in our region to wildfires out west, insurers are adjusting their risk models—and the impact on our communities is clear.

🔎 A detailed analysis from S&P Global Market Intelligence revealed significant cumulative premium increases since 2018:
➡️ 19% in New York
➡️ 15.4% in New Jersey
➡️ 23.4% in Connecticut
For some residents—particularly those in multi-unit condos and co-ops—these rates have surged by as much as 300%. And as 2024 year-end data comes in, the outlook is even more daunting. 😟
Neighborhoods along coastal zones, such as New Rochelle, Mamaroneck, Larchmont, and Rye, are particularly affected. Homeowners in elevated areas still face rising premiums due to broader flood zone designations.

At HSC Management, we’re committed to helping property owners navigate these challenges. Whether you own a single-family home, a co-op, or a multi-unit property, our team is here to offer insights and solutions.

Let’s work together to build resilient communities in the face of these shifts. 💪🏽
