Penny is a young, sensitive girl who is struggling to cope with the shelter environment and urgently needs placement to decompress.
She was owner surrendered in early December and has been navigating overwhelming stress ever since.
When Penny feels safe and supported, she is loose, wiggly, and incredibly affectionate. With patient, familiar handlers, she is easy to leash, walks calmly past other dogs, knows how to sit, takes treats gently, and eagerly seeks comfort, often climbing into a handler’s lap, leaning in, and fully relaxing once trust is established.
She is treat-motivated, responsive, and clearly bonds deeply with those who allow her to move at her own pace.
However, the shelter environment is proving to be too much for Penny. She becomes easily overwhelmed by fast movements, unfamiliar people, and close or rushed handling, particularly around her neck, leash, or during medical procedures. When highly stressed, Penny may freeze, hard stare, tuck her tail, lip lick, show teeth, or snap defensively, classic fear-based responses, not aggression.
Penny does best with:
Slow, predictable interactions
Space and choice
Patient, experienced handling
Time to decompress and build trust
Once those needs are met, her behavior improves significantly, and her affectionate, connected personality shines through.
Penny is not a dog who can thrive in a loud, high-stress kennel setting. She urgently needs rescue placement or an experienced foster who understands fear-based behaviors and can give her the calm environment she needs to feel safe again.
Penny needs out, now, so she can decompress and show who she truly is.
