The New Philadelphia Housing Plan began when the Tuscarawas County Economic Development Corporation recognized that a lack of adequate housing was limiting business growth and community expansion. What started as a spark has grown into a countywide public/private partnership helping families move toward homeownership through trusted relationships and practical guidance.

🏡 𝙊𝙝𝙞𝙤’𝙨 𝙧𝙚𝙣𝙩 𝙘𝙧𝙞𝙨𝙞𝙨 𝙞𝙨 𝙝𝙞𝙩𝙩𝙞𝙣𝙜 𝙛𝙖𝙢𝙞𝙡𝙞𝙚𝙨 𝙝𝙖𝙧𝙙
A new statewide report shows that nearly half of Ohio renters are paying more than they can realistically afford. When rent takes this much of a paycheck, families are pushed into difficult choices about food, transportation, childcare, and basic stability.
This is why the New Philadelphia Housing Plan matters.
Every time a qualifying family becomes a homeowner, we reduce pressure on the rental market and help create room for families who are still renting. Homeownership gives families long-term stability, and it also helps ease the high rent crunch across our community.

If you are wondering whether homeownership might be possible for you, or if you want to help more families move from rent-burdened to stable, we would love to connect.

When we say every detail in our foundations is intentional, we mean it. These early steps are where long‑term comfort, durability, and efficiency are born — and they’re a big part of what makes a Jumpstart Home different.
Here are a few of the features you spotted (and a couple you might’ve missed):
- Insulation on the stem walls
- A full v***r barrier beneath the slab
- Taped joints to prevent air leaks
- Insulation around the perimeter and across the entire slab
- A full week of curing time before backfilling
- And yes — insulation below the whole slab, not just the edges
These steps go beyond standard practice, even compared to Energy Star and Zero Energy construction. They’re part of our commitment to building homes that stay comfortable, healthy, and efficient for decades.
Thanks for taking a closer look with us.
More behind‑the‑scenes details coming soon.
