City commissioners voted 5-0 to purchase 7.04 acres of undeveloped land along Turnbull Creek at their Sept. 26 regular meeting, bringing the city’s grand total to 170 acres since conservation efforts began there in late 2018.

Despite two independent appraisals valuing the lots located north of Paige Avenue and east of Corbin Park at $387,000 and $362,300, property owners Freddie & Johanna Bowlin agreed to sell them to the city for $300,000.

“Can you comment about why they would sell to us significantly under market,” asked Mayor Fred Cleveland when briefed on the agreement by Assistant City Manager Ronald Neibert.

“Well, Mr. Bowlin’s a nice gentleman,” replied Neibert. “He said, ‘You know what? I could probably get more if I sold it to a developer, but I want to keep my house here and I don’t want anything around it, so I want to sell it to you folks.’ That’s a quote from Mr. Bowlin.”

Approximately $6,000,000 remains of the $15,000,000 approved by 75% of voters in 2018 to help protect water quality, wildlife habitat, and natural areas along Turnbull Creek by purchasing land zoned for development to instead set aside for conservation.

Apart from a planned observation deck where the creek meets a multi-use trail near Holland Park, 357 Otter Blvd., the city has no plans to use any acquired properties for recreation, preferring to keep associated maintenance costs and environmental impact to a minimum.
