A retired Houston teacher who lost her long time home she unwittingly deeded over to a contractor is set to get some money in a civil settlement.

In New York City, a new law called the Fairness in Apartment Rental Expenses (FARE) Act took effect on June 11, 2025, requiring landlords to pay broker fees in "most cases" NO ALL rather than passing them on to tenants. This means that if a landlord hires a broker to "list an apartment", the landlord is responsible for paying the broker's fee of the "LISTING AGENT". 

Landlords pay for landlord-hired brokers:
If a landlord hires a broker to help find tenants for their property, the landlord must now pay the broker's fee.

Tenants pay if they hire their own broker:
Tenants are still responsible for paying a broker's fee if they choose to hire their own broker to help them find an apartment.

Disclosure of all fees:
The law also requires landlords and brokers to disclose all fees associated with renting an apartment, including any potential move-in fees, pet fees, or other charges.
