This week, the Federal Housing Finance Agency enacted a set of rules announced in March that change insurance requirements for condominium buildings and communities. The new rules require more thorough reviews of a condo association's finances, as well as the building's condition. The new rules also mandate that condo associations carry more reserves for maintenance.

Fewer markets with falling prices means more markets seeing prices tick back up. And with experts forecasting modest national price growth for the rest of the year, this trend has room to continue.

Here's a shift worth watching. Back in the middle of last year, 36% of the 300 largest housing markets were seeing home prices decline. That number has been dropping steadily since the start of this year, and it's now down to just 23%.
