Would you take advantage of this if it was passed? Would you sell your home and move?

H.R. 10028, called the MOVE Act (Making Ownership Viable for Everyone Act), is a proposed federal bill about portable mortgages.

If passed, it would direct Fannie Mae and Freddie Mac to purchase and securitize qualifying mortgages that allow homeowners to:

* Sell their current house.
* Transfer the existing interest rate, loan terms, and remaining balance to a new property.
* Complete the transfer within 90 days of selling.

For example, someone with a 3% mortgage could potentially move without giving up that rate and taking an entirely new loan at today’s higher rate. They would likely still need separate financing if the new home costs more.

Important: It isn’t law yet. Rep. Thomas Kean Jr. introduced it on August 3, 2026, and it was referred to the House Financial Services Committee. The bill also wouldn’t automatically make every existing mortgage portable; its current language focuses on mortgages whose lenders permit the transfer.
