2026 Compliance Update for California Multifamily Owners generates questions from apartment tenants.
The California Apartment Association has released its 2026 compliance forms and updated Industry Insight papers to reflect several new state laws that will go into effect January 1, 2026. These changes impact habitability, security deposits, disaster response, internet services, and tenant protections. Below is a clear breakdown of what matters for multifamily owners.
SB 628 — Mandatory Stove & Refrigerator Requirement - All rental units statewide must now include a stove and refrigerator, with narrow exceptions. Updates include a New Refrigerator Request Addendum for tenants providing their own appliance.
SB 610 — Post-Disaster Responsibilities for Landlords - Clarifies owner obligations following disasters such as wildfires, floods, or other declared emergencies, including:
• Remediation requirements
• Tenant right to return after repairs
• Rent liability during and after remediation
• CAA released a new Notice of Completion of Remediation Work form
AB 414 — Security Deposit Updates - This law modernizes and clarifies how deposits must be handled. Key points:
• Landlords must now offer electronic deposit return in some situations
• Greater flexibility for alternative return arrangements
• Clear rules for deposits when multiple tenants are on the lease
AB 1414 — Bulk Internet Opt-Out Rights - Residents now have the right to opt out of mandatory bulk internet service arrangements under specific conditions and disclosure standards.
AB 747 — Unlawful Detainer Service Updates (Effective 2027) - New requirements for UD lawsuits, including additional information on how termination notices were served.
AB 246 — Social Security Tenant Protection Act of 2025 - Provides temporary eviction protections for tenants who experience verified delays in receiving Social Security benefits.
