Recent policy changes have significantly impacted FHA loan eligibility for non-permanent residents. As of May 25, 2025, the U.S. Department of Housing and Urban Development (HUD) has updated its guidelines, stating that only lawful permanent residents are eligible for FHA-insured mortgages. This change aligns with the administration’s emphasis on prioritizing federal resources for U.S. citizens and lawful permanent residents.   
Previously, non-permanent residents could qualify for FHA loans if they met certain criteria, such as possessing a valid Social Security Number (SSN) and being eligible to work in the U.S. However, under the new policy, non-permanent residents, including those with Employment Authorization Documents (EADs) or Individual Taxpayer Identification Numbers (ITINs), are no longer eligible for FHA-insured financing.
