The U.S. Army Corps of Engineers (USACE) is announcing a dune restoration plan at Hollywood Beach designed to offset impacts of maintenance dredging activities in Ventura County. Restoration efforts are slated for implementation in fiscal year 2026.

To present the plan and gather public feedback, USACE is hosting a virtual public outreach meeting from 6 p.m. to 7:30 p.m. July 24, 2025. Community members are encouraged to participate to learn more and share questions or concerns.

The plan is designed to offset the effects of federal maintenance dredging on the western snowy plover and California least tern, both protected under the Endangered Species Act, as well as impacts to sensitive dune habitat. While dredging is critical for maintaining navigable harbor inlets and supporting downcoast beaches, it disrupts coastal foredune habitat used by both species. Sand trapped by Channel Islands Harbor’s north jetty and detached breakwater forms habitat that dredging subsequently affects, including designated critical habitat for the western snowy plover.

USACE consulted with the U.S. Fish and Wildlife Service under section 7 of the Endangered Species Act and received a biological opinion requiring restoration. The California Coastal Commission also conditionally concurred with USACE’s consistency determination under section 307 of the Coastal Zone Management Act, reinforcing the restoration requirement.

Under the proposed plan, USACE will restore and establish coastal foredune habitat at Hollywood Beach, which includes:

• Eradicating invasive beach grass
• Recontouring dunes to reflect natural shapes
• Planting native species via seeds or plants
• Removing non-native vegetation without herbicides
• Installing symbolic fencing and educational signage
• Managing the area for five years following restoration

The restoration will take place on public lands and feature low-profile dunes, between 0.5 to 4 feet high, with sparse native vegetation. Symbolic fencing – consisting of low-profile posts/stakes between 3 to 4 feet high spaced more than 8 feet apart and connected by rope – will allow pedestrians access, while helping protect restored habitat.

Monitoring will span a six-year period, including:

• Weekly surveys for both the western snowy plover and California least tern during nesting season
• Annual habitat assessments for five years post-restoration
• Pre- and post-dredging evaluations to quantify impacts and verify restoration effectiveness.

The Channel Islands Harbor is proud to host the 15th Annual Safe Boating Expo from 9 a.m. to 2 p.m. on Saturday, May 17, at Harbor East Park, 3874 Murre Way, Oxnard, CA 93035.

This free, family-friendly event offers a unique opportunity to learn critical boating safety skills while enjoying a day packed with exciting activities and demonstrations. May 17th marks the first day of National Safe Boating Week, which runs from May 17-23.

“The Safe Boating Expo is an important community event that reinforces the importance of safety on the water,” said Michael Tripp, Ventura County Harbor Department Director. “The Harbor Department and our event partners remain committed to educating the public and promoting best practices that save lives. This expo is a great opportunity for boaters of all experience levels to learn, connect, and ensure they’re prepared for a safe season on the water.”

This year’s theme, “Choose to Boat Safely,” emphasizes the importance of preparedness on the water. Attendees will experience a wide array of safety demonstrations including the proper use of fire extinguishers, LED safety-flares, life jackets, first aid procedures, safe kayaking practices, and scuba diving safety.

Event schedule for the 15th Annual Channel Islands Harbor Safe Boating Expo on May 17, 2025, listing hourly activities and safety demonstrations from 9:00 a.m. to 2:00 p.m.

“We want to emphasize the importance of proper safety equipment, and one of the most important pieces of safety gear is your life jacket,” said Henry Goldman, Expo Chair. “Bring in your old, worn-out life jacket and receive a new one—while supplies last.”

Visitors will also have the chance to tour emergency response boats from the Ventura County Harbor Patrol, Ventura County Sheriff’s Department, Ventura County Fire Department, Tow Boat U.S., and meet the brave first responders who use these vessels to perform critical maritime missions.

A highlight of the day will be the air, sea, and fire rescue demonstrations, taking place from 12:20 p.m. to 12:45 p.m., featuring the Ventura County Sheriff’s Search & Rescue Team, Ventura County Harbor Patrol, Ventura County Fire, Oxnard Fire, the Ventura County Air Unit, and Gold Coast Ambulance.

Throughout the event, attendees can explore interactive booths and hands-on exhibits from numerous local and national agencies, including:

2025 Celebration of the Whales Festival

Channel Islands Harbor is thrilled to announce the 26th Annual Celebration of the Whales Festival, set to take place from 11 a.m. to 3 p.m. on Sunday, April 13th.

The Celebration of the Whales Festival has become a fun Harbor tradition, with fun activities scheduled throughout the day.

This year’s event will feature a community “paint a whale” mural project, chalk art, shopping, free kayaking and standup paddleboarding, a children’s fun zone, and more. Activities will be held at the Channel Islands Maritime Museum, Channel Islands Boating Center, the Channel Islands Harbor Farmers Market, and a “Gray Whale Migration Trail” that runs through Harbor View Park that connects the two main activity centers.

Harbor View Park Offers Children’s Fun Zone, Community Mural Project, and Whale Education

Children and adults can both enjoy the migration trail, which will be lined with activities, including educational booths about the migration of the Pacific Gray Whale, more than 15 pieces of ocean-themed sidewalk chalk art, a children’s fun zone that includes bounce houses and carnival games, and a community mural project.

The mural project is being facilitated by staff at the Oxnard Performing Arts Center Corporation.

Channel Islands Maritime Museum, Channel Islands Boating Center, Mystic Whaler Public Deck Tours

At the Maritime Museum, there will be activities celebrating everything about whales and local marine life. There will be family activities, contests & prizes, and hands-on activities including experiments, boat building, knot tying and crafts. All outdoor activities are free.

The museum will also be open. Admission is free for children who enter with a paid adult. In addition, food trucks will be in attendance.

The Channel Islands Boating Center will be offering several activities for families and local vendors will be selling upcycled clothing, crochet animals, and jewelry at its boatyard. The Boating Center will also offer youth the opportunity to paddleboard and kayak, free of charge, at its dock.

Located on the public dock behind the Maritime Museum, attendees will have the opportunity to take a tour of the tall ship Mystic Whaler. $5 donations to tour the ship are suggested.

Channel Islands Farmers Market

The Farmers Market will feature an arts & crafts market, children’s activities, whale facts, and educational booths.

The Celebration of Whales Festival is a collaborate event among Harbor lessees, businesses, and the Harbor Department that celebrates the migration of the Pacific Gray Whale.

Navigating the Channel Islands Harbor will continue to be safe and downcoast beaches will receive an influx of 1.6 million cubic yards of sand thanks to a dredging project that will soon be underway.

The U.S. Army Corps of Engineers is on schedule to start its dredging project at the Channel Islands Harbor on Dec. 26, 2024 – weather permitting. Equipment will be staged at the Harbor’s Hobie and Silver Strand beaches the next two weeks. The dredging project will wrap up in February 2025.

The hydraulic dredge “H.R. Morris” will soon be staging and conducting maintenance dredging of the Channel Islands Harbor entrance on a 24-hour basis. The dredging activity will be taking place in various locations in and around the harbor entrance and sand trap area.

The Army Corps typically dredges every two years under legislation that authorized the small craft harbor and sand trap to be built in the early 1960s. The harbor was designed to trap sand to prevent loss to the submarine canyon off Port Hueneme and to provide dredged material for beach replenishment for downcoast beaches. The replenishment provides vital shore protection for downcoast facilities, including the Naval installations at Port Hueneme and Point Mugu, the Port of Hueneme, and City of Port Hueneme.

It is estimated 1.6 million cubic yards of sand will be pumped from the harbor down to the beach at Port Hueneme, which erodes over time due to normal sand migration along the coast. The last time the harbor was dredged was October 2022 to February 2023.

Dredging Project Made Possible with Federal Funds

Congress allocated $16.6 million in federal funding to the Army Corps to complete the dredging project at Channel Islands Harbor.

Ventura County Harbor Department Director Michael Tripp said funding for the dredging projects couldn’t have been made possible without the support of Congresswoman Julia Brownley, whose district includes the Channel Islands Harbor.

“On behalf of the Harbor Department and harbor community, I would like to extend our sincere gratitude to Congresswoman Julia Brownley for her unwavering support in securing critical funding for the dredging project at the Channel Islands Harbor,” Director Tripp said. “This investment will ensure the continued safety, accessibility, and economic vitality of our harbor, benefiting our local community and boaters for years to come.
