Houston has a unique and interesting history, Here’s a little insite:

HOUSTON WARD SYSTEM

A charter amendment in 1840 altered Houston’s original boundaries that had been set in 1836. The new boundaries provided for the formation of four wards, each with two elected aldermen. The First Ward was north of Congress and west of Main. The Second Ward was north of Congress and east of Main. The Third Ward was south of Congress and east of Main, The Fourth Ward was south of Congress and west of Main. Later, the Fifth Ward was formed north of Buffalo Bayou and east of White Oak; and the Sixth Ward was north of Buffalo Bayou and west of White Oak Bayou. As early as 1848, residential additions were developed by private investors within the Wards and beyond. Several additions north of Buffalo Bayou were developed in the 1860s, primarily with rent houses for railroad and dock workers. When Houston adopted the commission form of government in 1905, the political existence of the Wards, ended yet their history lingers on even today.
