On Tuesday, May 10, 2022, consumers ended their homelessness by moving into Phoenix CDS’s newest housing development, Madison Apartments II. Located at 220 NE Madison Avenue in Peoria, Madison Apartments II is a four story building that features 24 one-bedroom apartments, with tenant amenities. Phoenix CDS was awarded $5.5 million from the Illinois Housing Development Authority (IHDA) for this project through its Permanent Supportive Housing Development Program which supports the construction or preservation of affordable housing with individualized supportive services designed to help vulnerable households attain stable housing and use it as a platform for health, recovery, and personal growth. The development will serve people experiencing homelessness - including veterans, households headed by persons living with a disability, youth ages 18-24 transitioning from the child welfare system, and those who require supportive services to maintain stable housing.



This site is currently at 92% occupancy. The remaining units are for consumers living on the streets that Phoenix CDS Outreach team is still trying to locate to schedule lease up and move in. We would like to give a special, “Thank You” to the Peoria Housing Authority, who provided 18 housing vouchers to support this project. Additional partners include CORE Construction Services of Illinois, Worn Jerabek Wilste Architects, LISC of Central Illinois and the Lightengale Group.

Congratulations to Marcus! 💜❤️🙌🏽

Marcus was one of the people living in the tent community under the bridge. A young man who had never lived on his own, he was homeless for over a year before he determined it was time to make a change. He had a job - but his youth, lack of credit history, and limited life skills were barriers to finding a home. Phoenix CDS outreach staff helped Marcus locate and apply for housing - providing assistance every step of the way. Nervous at first, he is now excited about learning everything he can to successfully live independently. Congratulations on your new home Marcus!
