Katey and Charlotte are outstanding advocates for Philadelphia housing reform. As members of GPAR, they testified yesterday at the Committee on Law & Government about the widespread negative impact of tangled titles; these barriers prevent families from fully owning, protecting and sustaining homeownership. A tangled title may prevent selling, transferring, refinancing and properly insuring a property leaving long-time residents and/or heirs stuck in an expensive legal limbo. Rising values should help families build generational wealth. Instead, without a clear title, many are locked out of the opportunity and are blocked from accessing critical resources. Thank you, for holding the hearing and for making housing a priority. GPAR urges the city to consider: Stronger interagency coordination; Expanded funding for the Tangled Title Fund and legal services; Proactive outreach and education; Data sharing and tracking; and Prevention strategies. GPAR strongly supports these efforts and stands ready to be partners in solutions. Thank you for your time and leadership on this issue.
