Green Card Fund is pleased to announce that the Home2 Suites by Hilton EB-5 project in Ashland, Ohio, has received its I-956F approval from USCIS. The project, which has been approved for both the rural and high unemployment set-aside categories, is being developed by award-winning developer and operator Witness Investment.

The project, which is scheduled to be completed in March of 2027, will provide Ashland with a much-needed hospitality option. The town sits in the middle of the busy I-71 corridor between Columbus and Cleveland, and is home to Ashland University, which has expressed support for the project due to the demand for lodging created by its full academic and athletics calendar.

It has been a busy news day for the EB-5 program. The final USCIS fee rule has been announced, and takes effect November 30, 2026, bringing higher filing fees for EB-5 investors. While the final fees are lower than the amounts originally proposed, they remain significantly higher than the current fees.

For regional center investors, the changes also include a separate $1,100 EB-5 Integrity Fund fee for initial I-526E filings, in addition to the USCIS filing fee and applicable technology fee.

Additionally, the October 2026 Visa Bulletin brings an important development for Indian EB-5 investors. The unreserved category now has a Final Action Date of December 1, 2023, after being listed as “unavailable” in the previous bulletin. With the new fiscal year brining a new allotment of visas, it is thought that there is a good chance that the Indian unreserved backlog will clear out.

With both higher fees and changing visa availability, prospective EB-5 investors should understand how these developments may affect their timing and planning.
