Thought to ponder: Market value is defined as the most probable price that a property should bring in a competitive and open market under all conditions requisite to a fair sale, the buyer and seller, each acting prudently, knowledgeably and assuming the price is not affected by undue stimulus.

Who wants to sell their property for market value?! That's like shooting for "C"s, right? Shooting for Market Value is aiming at the middle of the bell curve!

Because each property is unique, and because you only sell it once, why not aim for the right hand side of the bell curve. Get the best buyer, the best terms and the best price. Why not find the strongest buyer, the one that is acting under some pressure or has some special interest in the property, or a special need. Each property has something unique. Maybe the school district, maybe the view, maybe something else. Each prospect is also unique and may have special motivations to buy your property. Home sales are cooling. Are you surprised? Here's a story from the NY Post:

The US housing market is in the midst of a significant pullback, with cooling conditions that have contributed to a spike in home sale cancellation rates, according to the top boss at real estate firm RedFin.

RedFin CEO Glenn Kelman noted housing demand plummeted because buyers were “absolutely freaked out” in May and June as the Federal Reserve’s sharp interest rate hikes prompted an increase in mortgage rates.


While rates have fallen slightly since jumping above 5.8% for a 30-year mortgage in June, economic instability has resulted in “a very high cancellation rate” for home sales “even for the deals that are under contract,” according to Kelman.

“It’s just hard to put deals together because the economy is so volatile,” Kelman said in an interview with MarketWatch published last Friday. “It’s a remarkably uncertain time.”

State Safety Laws to Change by 2025 for High-Rise Condo Owners
Buildings of three stories or more must be inspected after 30 years. After that, inspections must be carried out every ten years. The first structural inspection must be performed by December 31, 2024 for structures constructed before July 1, 1992.

Significant structural deterioration must be noted in inspection reports, along with whether it is unsafe or dangerous, and whether it needs to be repaired. All condo unit owners must receive copies of the reports post inspection. Buildings that are fewer than three miles from the coast must undergo inspections every 10 years and after 25 years. Every ten years, condo boards are required to conduct reserve studies to determine how much money owners will need to pay for future repairs.

When an association plans for significant repairs and replacement projects, the studies analyze the state of its finances and real estate.

The new law still allows for waivers, but only for parts not involved in structural integrity. Therefore, projects like the roof, load-bearing walls, electrical systems, plumbing, windows, and foundations among other things cannot be approved for financial waivers. Previously, state law allowed for waivers as long as a majority of unit owners voted in favor of them.

Following the collapse in Surfside, state legislators and municipal officials did step up their efforts to tighten inspection standards and/or enact laws where none previously existed.

The latter instance applied to every county in the state except for Miami-Dade and Broward, the only counties that had 40-year inspection requirements in place.

It's already been a little more than a year after the disastrous condo collapse in Surfside. West Palm Beach City Officials have made changes to current inspection requirements. Inspections are now mandatory for all buildings 40-years-old and older in the city.
