I was reading in the regulations in the Tangipahoa Parish Government site on the internet, "that was on the Subdivision Development Regulations: "On page 22", "that the regulations stated". That before approving any new developments, the Developers and there Engineers had to show Flood Impact Studies and Plans showing surrounding areas that could be effected by Flooding, "before any ground breaking of the development could be started". "All this was supposed to be approved by the Parish Officials before any permits were brought to the Corp of Engineers for any New Developments. It also states from what I read was that there New Proposed locations were not going to effect the Floodplain and would not cause Flooding of surrounding properties. This was not done! If the Parish Officials that signed off on this, followed the regulations correctly, none of these Subdivisions should have been built until it was Proven by the Developers and Engineers, "with documentation", that the drainage and location of the said subdivision location would not cause any Adverse Impacts on the Natural Flow of the floodplain and cause the water to back up and flow in a unnatural direction.. If that one step was done correctly and not skipped, all this Flooding in Bedico could have been avoided, or at least not as severe.
The Good O'le Boy logic by leader's in this Parish of saying, "let's just build the Subdivision and then we'll see where the water goes". Is not going to tolarated by Bedico residents! This is not the way to build up the infrastructure in Bedico or any other place, "for a matter of fact"...
Without actually following these guidelines in the Regulations, "there playing with our lives and all that we have and will work hard for to have in the future.
With all the flooding we had in Bedico and surrounding areas, this total incompetence of our leaders for our well being makes me sick!
This kind of logic to me and the rest of us in BEDICO is very irresponsible and damning to the Parish Officials that Ok'd the projects.
In my dad's 85 year's living on Byers Rd, the water on the south side of Hwy 22, "even when we had heavy Rains and even Hurricanes the flow to the south on Bedico Creek remained constant. "We had high tides and lows tides", but still the water always was moving out of Bedico and not backing up to flood us.
The water on the South side of Hwy 22 was always lower than the water on the North side of Hwy 22 during any HEAVY RAINS, "that we've gotten in the past". That was because the water would spread out over the Natural Floodplain and not back up and Flood us...
This is coming from the Tangipahoa Parish Subdivision regulations.
On Page 22, "Area's of poor drainage".
Did the Developers Submit and Demonstrate to the Drainage District how any potential rain event, "that may occur in the future", in that said area would effect the Floodplain around said location and could this cause anyone around the Development to flood? The answer to that is NO!
Could the New Developments of the Subdivisions Possibly Impact the Natural Flow of any drainage in that said area? The answer is NO!
They did not submit any flood impact studies!!!!!!
They did not follow the Prescribed Regulations!!!!
What I can see is any development that could cause the Reversing of the Natural flow of any drainage system must not be built!!! THE PARISH GOVERNMENT MUST BE ACCOUNTABLE!!!!!!
On the East side of Bedico Creek during the flood, "EVERYONE", saw the water continuing to flow South and at the same time further to the West of Bedico Creek Bridge, in between Byers Rd and Firetower Rd, beside Choctaw Ridge development", the water was pushing hard back upstream faster to the North, than it was going South downstream on the East side of Bedico Creek.
When all the water coming from the North, "HIT THE TEN FOOT WALL OF DIRT ON CHOCTAW RIDGE DEVELOPMENT", "IT FORCED THE WATER BACK UPSTREAM"!!!! Just look at the LSU AG FLOODPLAIN MAPS, "the Water Shed diagrams on the maps is so wide there", "that any developments on the south side of Hwy 22 in that area could cause the creek to reverse course". They should not of had anything built there until the FLOOD IMPACT STUDIES were done and done right by the Developers. There was supposed to be Impact Studies done before any new Subdivisions were approved in or near any of the Floodplain Area's, "especially when they were going to be putting a 10 ft wall of dirt in or near the existing Floodplain area's".
I HOLD THE PARISH GOVERNMENT OFFICIALS AND THE DEVELOPERS ACCOUNTABLE FOR ALL THIS FLOODING CATASTROPHE IN BEDICO!!!!!!!!!!!!
