Blue Wolf Concepts Inc. is a private, for-profit water treatment company based in Mason, Michigan. The mailing is a solicitation for business.

The mailing uses “Portage” on the front, which may make it appear to be a city notice. It is not an official city communication, the city is not conducting or requesting this testing, nor is it authorized by the city.
