The Warren Township Committee has approved the first reading of an ordinance that would prohibit data centers as a permitted use in all zoning districts throughout the Township, reinforcing the governing body’s commitment to thoughtful planning, environmental preservation, and responsible growth.
Importantly, Township officials emphasized that there are currently no applications, proposals, or known plans for any private company to construct a data center in Warren Township. Rather, the ordinance reflects a proactive and forward-thinking approach to land use planning designed to protect the Township’s character and natural resources.
“As a community, we must take a deliberate and strategic approach to planning for the future,” said Mayor Shaun Fine. “This ordinance is about protecting our community, preserving our environmental resources, and ensuring that future development remains consistent with the character and priorities of Warren Township.”
The proposed ordinance cites growing statewide and national concerns surrounding the significant energy and water demands associated with large-scale data centers, particularly as electricity costs continue to rise for New Jersey residents and businesses. Large-scale data centers can consume enormous quantities of electricity and millions of gallons of water daily to support cooling systems and operations. Township officials expressed concern that these facilities could place additional strain on regional infrastructure, groundwater resources, and the electric grid at a time when New Jersey residents are already facing substantial increases in utility costs.
“This ordinance is consistent with the goals of our Master Plan, which emphasizes environmental conservation, protection of community character, and sustainable land use policies,” said Committeeman Daniel Croson, who introduced the ordinance. "It is important to act now to ensure that Warren remains protected from uses that could significantly burden our infrastructure, natural resources, and residents.”
In addition to prohibiting data centers, the ordinance highlights concerns related to noise, stormwater impacts, heat generation, tree removal, and the long-term environmental effects associated with large-scale industrial technology facilities.
The ordinance will be considered for public hearing and final adoption at the Township Committee meeting scheduled for June 18, 2026.
