REALTORS® Are On The Forefront Addressing The Housing Crisis
California’s housing market has taken a toll from the COVID-19 pandemic over the past several months, presenting serious challenges to REALTORS® and homeowners across the state. And recent shutdowns have severely impacted the real estate industry and businesses, leaving tremendous uncertainty as the state transitions to reopening our communities.

These challenges, compounded with high home prices caused by a shortage of housing, further exacerbate our state’s growing housing crisis. A report from the California Department of Housing and Community Development estimates the state will need 180,000 units a year through 2025 to meet demand.

With many factors at play making the housing crisis worse, the CALIFORNIA ASSOCIATION OF REALTORS® is leading efforts at the local level, in the State Legislature, and at the ballot box focused on addressing this crisis.

One effort is C.A.R.’s “The Family Home Protection and Fairness in Property Tax Act,” which provides housing relief for homeowners over the age of 55 by allowing them Proposition 13 tax portability. Seniors wishing to downsize or move closer to family can transfer their property tax base to another home anywhere within the state. This not only will help these homeowners find a more suitable home without facing an increase in their tax rate, it also opens up homes for young families.

Besides providing relief for homeowners over 55 years old, this initiative also will spur more revenue. The sale of a home would trigger a reassessment of the property tax for the new owners, thus generating millions of dollars in new funding for schools, public safety services and local communities.

Furthermore, the initiative will protect in the California Constitution a family’s ability to inherit and move into their family home passed down from their parents or grandparents by keeping it affordable. This inter-generational transfer protection shores up its current vulnerability and helps keep family homes affordable.

C.A.R.’s initiative has received substantial support from voters. The initiative qualified for the November ballot on April 22 after submitting nearly 1.5 million signatures in support. This is the greatest number of signatures submitted for a ballot initiative to date.
