A new federal housing law has passed and this bill is the largest housing legislation in decades.
But will it actually move the needle?
The 21st Century ROAD to Housing Act contains an array of technical tweaks and rule changes designed to boost the supply of both market-rate and affordable housing. On paper, it sounds significant.
The reality? Much of what the legislation promises won't happen unless Congress funds it, a hollowed-out HUD can effectively implement it, and private developers decide the incentives are worth acting upon.
As someone who works in this market every day, the housing supply problem is real and it's not going away. Any legislation that moves things in the right direction is worth watching. But promises without funding aren't solutions.
