FinCen the new Anti-Money Laundering Rule.

Breakdown: Anyone purchasing a property with CASH must submit a form to the U.S. Department of the Treasury's (FinCEN). "Financial Crimes Enforcement Network" 30 to 60 days following the closing.

This is a good thing, it protects properties from being fraudulently purchased without the owners knowledge. This is common with vacant land.
