Today marks the beginning of an exciting new chapter for the Historic Gas Plant District and for St. Petersburg.

We are honored and deeply grateful for the trust the Mayor has placed in the incredible team of local and national partners behind “The Burg Bid." This project carries tremendous history and responsibility, and we are committed to approaching every step with humility, transparency, and a deep respect for the community.

St. Pete isn't a market we entered for this project—it's home. We have assembled a team where each partner leads their field, and together we are ready to create a district that honors the past while building lasting opportunity through housing, parks, arts and culture, jobs, and meaningful community partnership.

Thank you to everyone who has shared their ideas, challenged us, and helped shape this vision. The work is just beginning, and we look forward to building the future together: https://historicgasplant.com/blake-investment-partners-and-related-groups-historic-gas-plant-bid-selected-by-city-of-st-petersburg/

True neighborhoods are at the heart of our vision for the Historic Gas Plant District.

Places where people can live, work, gather, and connect. Where homes, workplaces, culture, and community are woven together to support everyday life. Where neighbors know each other, local businesses thrive, and shared spaces bring people together.

Reconnecting people, restoring community, and creating a place that feels distinctly St. Pete.

The Burg Bid's Historic Gas Plant District vision has received AIA Florida's Honor Award for Unbuilt Design, professional architecture's highest state recognition in this category.

Awards like this aren't given for renderings or rhetoric. They're given to plans that hold up to expert scrutiny. This one did. Judged by experts with no stake in the outcome.

For St. Pete, that looks like:
29,000+ jobs across construction and permanent employment.
Contracts to diverse and local businesses.
Property tax revenue for the City's budget, year after year.

$30.3 billion isn't an opening figure. It's what investing in our own produces.

Parks connect communities, and this vision for the Historic Gas Plant includes 15 acres of public space — a 12-acre central park (the largest new city park in 119 years) plus pedestrian mews and restored greenways along Booker Creek.

Public space isn’t an amenity; it’s infrastructure for community. A place for families from every neighborhood in St. Pete to gather.

This project isn’t just creating jobs; it’s building a workforce engine. In partnership with CareerSource Tampa Bay, we’ll create a Coordinating Hub on-site — from youth programs and apprenticeships to long-term careers in construction, healthcare, tech, and the arts, the plan connects St. Pete residents to opportunity at every stage.

Local hiring.
Transparent procurement.
Career pathways that grow over time.

That’s how development fuels long-term mobility and not just short-term work. See how our workforce engine operates: www.historicgasplant.com

Honoring history also means restoring opportunity. This plan delivers:

- Thousands of quality, long-term, high-wage jobs
- The first new Class A office space in St. Pete in 30 years
- Support for local and minority-owned businesses through the “Collaboratorium,” a small business success center
- Workforce pipelines tied to real career advancement and career pathways beyond construction

We’re creating economic opportunity that lasts generations — a workforce engine, connecting education, training, and employment so opportunity doesn’t stop at construction. This is economic mobility by design. www.historicgasplant.com

Affordable housing isn’t a slogan; it’s a track record. In a city where rising costs are pushing working families out, scale matters. This proposal partners with Blue Sky Communities, a Florida-based affordable housing developer that has already delivered over 3,500 affordable homes, including multiple projects right here in St. Petersburg.

Together, this proposal commits to thousands of units on-site and across the city, the largest affordable and workforce housing investment in St. Petersburg’s history — with 50% dedicated to affordable and workforce housing. That’s how you turn words into homes.

The Historic Gas Plant site carries real history, which unfortunately includes displacement and broken trust. This proposal responds with care, and puts restorative justice into action:

- The Woodson African American Museum at the heart of the site
- 3,600+ income-restricted housing units — the largest commitment in city history
- Jobs and career pathways for local residents
- Cultural investment rooted in St. Pete’s identity

This approach reflects a commitment to hands-on history, where the past actively informs decisions about access, opportunity, and shared benefit. This isn’t about checking boxes; it’s about acknowledging what happened here — and committing to do better for the next generation of St. Pete residents.
