1. ๐๏ธ Salem Is Moving Forward With Housing Code Changes
Salem is considering zoning changes designed to make it easier to add housing and encourage more infill development. Proposed changes include smaller lots for some single-family homes, changes to multifamily density limits and revised lot-coverage requirements. A public hearing is scheduled for October 13
Why it matters: Changes like these can affect what can be built on existing lots and potentially create additional opportunities for homeowners and developers.
2. ๐ฐ Mortgage Rates Are Back Near 7%
Freddie Mac reported the national average 30-year fixed mortgage rate at 6.95% on September 17, up from 6.76% the previous week. The 15-year average was 6.26%.
Real estate takeaway: Buyers are still dealing with elevated borrowing costs, making strategies such as seller concessions, rate buydowns and assumable loans particularly relevant.
3. ๐ Oregon Housing Production Is Increasing
Oregon reported that housing starts increased 11.3% year over year during the first half of 2026, while national housing production declined 1.3% during the same period. The state says more than 50,000 future homes are currently in the production pipeline.
Why it matters: More construction could gradually increase housing choices, although it will take time for those homes to actually reach the market.
๐ Bottom Line
The Salem market continues to show movement on housing supply and development, while buyers are still navigating mortgage rates around 7%. For buyers, financing strategy matters. For sellers, pricing and offering the right incentives can be important in attracting today's more payment-conscious buyers.
