The proper etiquette when flying flag at half staff:

1. Raise the flag all the way to the top first.
2. Then lower it to a position about one flag-height down from the top of the pole.

So the flag itself usually sits well above the midpoint of the pole. The key idea is leaving a visible space above the flag as a sign of respect and mourning.

On Memorial Day in the United States, the flag is traditionally:

* flown at half-staff from sunrise until noon
* then raised to full-staff until sunset
