Sorry I haven’t posted in a while, I’ve been super busy helping my clients sell and buy some amazing homes, and it doesn’t look like business is slowing down anytime soon. Seriously y’all, if you were thinking of selling, now is most definitely the time! And as far as buying, I’ll admit it’s a little challenging right now, but I’ve managed to make all of my buyers happy new homeowners with several closings happening this month! For those who have questions on when a closing can happen again. I think it will not happen until we have a end date to the disaster declaration from FEMA. I assume that will be on Monday. The start of the disaster of course is Feb 14th,2021.

TBD I think stands for To Be Declared

Here is the scoop so far

FHA Loans NOT Closed

***IMPORTANT*** FHA loans CANNOT CLOSE until the Incident End Date has been declared.

Any FHA loan that has not closed but the appraisal was completed prior to the Incident End Date of (TBD) will require an interior/exterior inspection by an FHA Roster Approved Appraiser prior to loan closing. FHA requires that the original Appraiser complete the final inspection. If they are unable to complete the final inspection, then any Approved FHA Roster Appraiser may complete the final inspection provided they are given a complete copy of the original appraisal. Any loan with an appraisal dated after the Incident End date is issued, must state that no damage was sustained due to the storms that occurred during 2/14/2021.

FHA Loans CLOSED prior to FEMA Declaration Incident End date of (TBD)

The subject property must be inspected with an interior/exterior inspection with photos by an FHA Roster Approved Appraiser.

If no damage exists, then you can endorse the loan.

If damage exists but is less than $5000 and the property is habitable, then you can either complete the repairs or then endorse the loan or you can establish a repair escrow and then endorse the loan.

If damage exists and is above $5000 or the property is not habitable, then you must complete the repairs, re-inspect the property with interior/exterior photos before endorsing the loan.





VA Loans Not Closed

Disaster Finals CANNOT be charged on VA loans.
Any VA loan that has not closed and has an appraisal dated prior to the Incident End Date (TBD) will require the following certification from the Lender and the Borrower. Any loan with an appraisal dated after 2/14/2021 must state that no damage was sustained due to the storms that occurred during 2/14/2021.
VA Lender Certification:

“This is to affirm that the property which is security for VA loan number _______________________ has been inspected to ensure that it was either not damaged in the recently declared disasters or has been restored to its pre-disaster condition or better.”
Lender Signature Lender Title Date

VA Veteran Certification:

“I have inspected the property located at _______________ and find its condition now to be acceptable to me. I understand that I will not be charged for any disaster-related expenses and now wish to close the loan.”
Veteran Signature Date

VA Closed Loans

Investors may require a Lender Certification, Veteran Certification and/or a Final Inspection on loans that have funded prior to the FEMA Disaster Declaration Date. The requested inspection will be required if requested by the Investor.




Conventional and USDA Loans Not Closed
Any Conventional loan that has not closed but the appraisal was completed prior to the Incident End Date (TBD) will require a Final Inspection prior to closing. Any loan with an appraisal dated after 2/14/2021 must state that no damage was sustained due to the storms that occurred during 2/14/2021.
PROPERTY INSPECTION WAIVERS: Cannot proceed with PIW’s until further notice from the Agencies. Per Fannie Mae: PIW’s are invalid with a FEMA Declared Disaster.
Conventional and USDA Closed Loans
Investors may require a Lenders Certification of Inspection or Final Inspection on Conventional and USDA loans that have funded prior to the FEMA Disaster Declaration Date of 2/14/2021. The requested inspection will be required if requested by the Investor.
