New ADU Bonus Program Reforms in San Diego

Key Changes:

1. ADU caps: Max 4–6 ADUs, based on lot size.
2. Height limit: ADUs limited to two stories max.
3. Location ban: No ADUs in wildfire-risk cul-de-sacs.
4. New fees: Infrastructure fees now required from developers.
5. Parking: Required if far from public transit access.
6. Size limits: Detached ADUs capped at 1,200 sq. ft.
7. Ownership: ADUs can be sold separately as condos (AB 1033).
