San Jose has approved a seven-story, 126-unit mixed-use project at 940 Willow Street in Willow Glen, and it represents a major shift for a neighborhood that has historically blocked mid-rise housing.

The project includes studios, one-bedrooms, two-bedrooms, and a small number of three-bedrooms, along with ground-floor commercial space. Under normal zoning, this level of height and density would not have been allowed on this site.

The reason it moved forward is Builder’s Remedy. Because San Jose did not have a state-compliant housing plan at the time, the developer was permitted to bypass local zoning limits. That single factor is what allowed a seven-story building in the heart of a low-density, single-family-oriented area.

For investors, a few key shifts are now in play:
β€’ Mid-rise construction is now a viable path in Willow Glen when state housing law applies.
β€’ Commercial and older retail parcels may hold more redevelopment value than before.
β€’ New residents and added foot traffic could reshape rental demand across nearby corridors.
