Safe Harbor Village - Transitional Encampment A novel approach to homelessness that provides safe, clean and dignifying shelter by utilizing a permitted supported community model.

It is illegal to sleep outside at night in Santa Cruz, which robs people of proper rest. We assert that a safe and clean place for homeless people to sleep and keep some things would be a huge improvement compared to sleeping unprotected outside. Sanctuary Village is a citizen organized, and community supported space with a set of rules and a system to enforce them. A fence encircles the space wit

h an entrance intake-desk that is staffed 24hours a day. Basic dignity-creating elements include porta-pots, a dumpster, soft structure domiciles, food preparation area and access to shower and laundry facilities. With addiction-cessation support meetings, a jobs program, housing placement partners, a resident volunteer system, and support from all local services, camp residents are able to begin to address the circumstances that may have been responsible for their homelessness. It is known that more than 75% of our homeless population lived here before becoming homeless and we want to help these, our local homeless population, get back on track. The first stage of this project is a mobile pilot camp that will only exist for 90 days at any given location, before moving to another spot in a different area. This protects the community from having any adverse affect on property values or constant contact with camp residents. It also enables different neighborhoods to benefit from interacting with the camp as well as offering camp residents access to jobs and other opportunities in various areas. Housing First programs in EVERY US city have been a failure. Here in Santa Cruz, Robert Ratner and colleagues have taken to lying about things as a way to hobble forward. Fire these people and let's stop the charade. We need to ensure excellent shelter and service opportunities for every single person who sleeps outside as we pretend to place them on this golden bridge to nowhere. It's not time to "march to end homelessness" so that Housing Matters can rake in even more money that they'll p**s down the drain. We need to wake up and get mad!

What Have We Been Doing During This Storm?
Besides maintaining the constant monitoring of temperature forecasts, we've been mainlining blankets, jackets, and rain gear to those who sleep outside.
- Warming Wednesdays 12-3pm at 150 Felker St. for all needed materials, coffee and chicken soup
- Twice-weekly set-up at Sycamore Grove/Pogonip/Hwy9 for all needed rain gear, blankets, and other needed materials, coffee and soup.
- Semi-regular set-up at Food Not Bombs, for rain tarps/ponchos, blankets and more.
- Emergency Hotline (831) 246-1234 this updated message lets people know when and where shelters are available. People are able to request immediate needs of rain and hypothermia protective gear.
- Warming Center Program remains in Activation Mode at 36°F. Stay tuned for updates on volunteer needs.
- We're sheltering and still seeking housing opportunities for a last Women's Shelter resident and a client who had been attacked.

There’s much to be said about his life, so I’ll just highlight what he meant for me. I wouldn’t be doing the work I’ve been able to over the past 10 years were it not for Paul’s support. His belief in me and my point of view and his cheerleading were instrumental. He had become a mentor and his book A Quality of Mercy has been my personal Old Testament, to which I’ve been writing new volumes – though, with my work and in video form. He a was brash iconoclast who reveled in antiauthoritarian actions, even as he hosted the police chief and mayor for brunch. He invited me too, but I was evidently too much for the room. This red-faced, ever-smiling figure brought dozens of people together; though often dissimilar. He poured generous cocktails while stirring the pot of community integration. This was inspiring for me. As with everything, the end comes finally and his support for my vision waned as he focused on more protest-oriented endeavors. I sat with him as the last days of summer were spent and I enjoyed a final few bursts of his exuberant laughter. As usual, I stated my case and staked out my philosophical territory, but alas he couldn’t see it, though his support never wavered. Then he was gone. He is remembered for many landmark activities, but for me, I remember him for the stand he made with me over several years that helped me transform an idea into a reality that has served several thousand people and has saved countless lives. I’ll take his meeting-table concept as my own and – while I don’t have access to thousands of dollars to distribute to stary-eyed upstarts, I clearly understand the power of the supportive word and a good cocktail to liven things when topics are dark.
