Conscious housing is synonymous with SAFE housing, free of potential health hazards, permitted, legal, and fairly priced.
The housing shortage has created a lot of incentive to modify utility structures and other areas like basements or attics into "habitable" space. As a former career firefighter (now volunteer) and more recently code enforcement officer for the City of Santa Rosa and Sonoma County, my work has highlighted the numerous hazards most people don't consider or take for granted.
Safe housing is housing that passes the muster of the California Health and Safety Code AND the building and fire codes. Everything else is a potential health or life risk. From the relatively serious issues like dampness or inadequate sanitation, to the truly dangerous issues like improper wiring or lack of egress in case of fire.
If you feel unsafe or recognize issues that require attention, contact your local code enforcement and file a complaint. This could help you in cases involving retaliation for bringing issues up with your landlord.
