Bill Owens, NAHB's newly elected chairman for 2026, says builders must play a central role in solving the housing affordability crisis. The Ohio-based homebuilder and president of Owens Construction, which he founded in 1982, is focused on dismantling what he sees as the biggest barriers to supply: outdated zoning, excessive regulation, and a chronic skilled labor shortage. "Decades of NIMBY politics made it easier to block new housing than build it," he says, vowing to work with policymakers in both parties to ease permitting and close the supply gap.
